Accordingly, the Hai Son Commune Police have proactively monitored the situation both internally and externally, preventing complex and unexpected incidents. The management of foreigners residing and working in the area has been carried out strictly, promptly detecting and handling any signs of violations. Regular training and professional development in public relations skills have been conducted, helping the force become increasingly professional, skilled, and close to the people.
Notably, criminal and drug-related offenses were virtually non-existent; economic crimes were controlled, with several cases effectively handled in coordination with the Pò Hèn Border Guard force. Inspection and management of residency, management of conditional business sectors, and campaigns to encourage people to surrender weapons, explosives, and supporting tools were also vigorously implemented, contributing to maintaining stability in the area.
In the first eight months of 2025 alone, the commune police discovered and arrested one individual transporting 248 cylinders of nitrous oxide (laughing gas), while also intensifying patrols and controls, promptly handling administrative violations in the fields of border security and traffic safety. Major political and cultural events in the locality were all ensured absolute safety.
One of the key solutions implemented by Hai Son is to promote the nationwide movement to protect national security. The commune police regularly coordinate with various departments, agencies, and organizations to conduct legal awareness campaigns and encourage people not to participate in illegal immigration, and not to use drugs or stimulants.
Self-governing models for security and order, such as "Security and Order Self-Management Teams," "Security Cameras," "Peaceful Borders - Communes Free from Illegal Entry and Exit," and "Drug-Free Border Communes," are maintained and expanded. These serve as "extended arms" of the police force, helping to detect, prevent, and promptly handle incidents arising at the grassroots level.
At the end of July 2025, the commune's police successfully organized the "Police Listening to the People's Opinions" conference, directly receiving and addressing people's feedback. In early August 2025, the commune also organized the "National Security Day," combined with the launch of two new models on security and order, attracting the participation of a large number of officials and citizens.
In addition, the Hai Son Commune Police also focuses on applying digital transformation in management work. The unit effectively implements Government Project 06 on the development of population data, electronic identification and authentication, and guides people to use online public services at levels 3 and 4.
The commune has also expanded the installation of security surveillance camera systems on key roads, strengthening the application of technology in monitoring and handling violations. As a result, the management of residency, checking temporary residence and absence, and managing foreigners are carried out strictly, transparently, and promptly.
To fulfill its duties, the Hai Son Commune Police Party Branch regularly focuses on cultivating the political qualities, ethics, and conduct of its officers and soldiers in accordance with the six principles taught by President Ho Chi Minh to the People's Police.
With the results achieved, the Hai Son Commune Police have played a pivotal role in advising the Party Committee and the government, while mobilizing the combined strength of the political system and the people. The security and order situation in the area is basically stable, with no "hot spots" occurring, and the people trust and support the locality. This is an important foundation for Hai Son to realize its determination to become a model commune in terms of security and order, contributing to maintaining peace on the border, serving socio-economic development, and building an increasingly prosperous, beautiful, and civilized border region.
Hai Son commune was established by merging the former Bac Son and Hai Son communes of Mong Cai City. The commune has a hilly terrain, fertile land, and large natural and planted forests. Over 90% of the commune's population are ethnic minorities, mainly Dao, Tay, and San Chi people. Hai Son is one of the tourist destinations included in the former Mong Cai City's 4 routes and 15 experiential tourism destinations, boasting distinctive traditional cultural features. The Po Hen Martyrs' Memorial (Po Hen National Historical Site) attracts thousands of tourists, students, and young people annually. Border patrol roads are being upgraded, opening up opportunities to connect community tourism destinations with Bac Phong Sinh, Hoanh Mo, and the Mong Cai International Border Gate, creating a chain of attractive destinations. |
