Following the reorganization, tens of thousands of households in the 14 communes merged into Ha Tinh City rushed to update their land registration records. Land registration office staff worked non-stop to assist the residents.
In accordance with Resolution 128 of the National Assembly Standing Committee on the reorganization of district and commune-level administrative units in Ha Tinh province for the period 2023-2025, Ha Tinh City has merged with 14 additional units, including 11 communes from Thach Ha district, 2 communes from Cam Xuyen district, and Ho Do commune, formerly belonging to Loc Ha district. In addition, Ha Tinh City has also reorganized and established 6 new wards.
Following the reorganization, tens of thousands of people from 20 communes and wards rushed to register changes in land plot addresses and permanent residence addresses on their land use right certificates (land titles).


Speaking with a VietNamNet reporter, Mr. Duong Kim Phong, Director of the Land Registration Office branch in Ha Tinh City, said that for more than a month now, in addition to working during office hours, on weekends (Saturdays and Sundays), the unit has mobilized maximum manpower to go directly to the grassroots level to support people in updating information on land ownership certificates.
"On weekdays, officials are on duty at the office to handle procedural issues for the people, while on holidays, about 20 officials go down to the communes and wards each day, working diligently to update land title changes," Mr. Phong said.
According to the Director of the Land Registration Office branch in Ha Tinh City, the staff work even on Saturdays and Sundays. Morning work is from 8:00 AM to 11:30 AM, and afternoon work is from 1:30 PM to 5:00 PM.
"When updating land ownership documents, people only need to bring their original land ownership certificate to the offices of the communes and wards that have been notified, and receive a queue number. Then, the official will directly sign and stamp the certificate, and the people will receive it on the spot, without having to travel to the City's Land Registration Office for updating," Mr. Phong said.

The Director of the Land Registration Office branch in Ha Tinh City also stated that, on average, each commune has about 2,500 land titles that need processing, and these will be resolved quickly within one day.
"The work process has encountered some difficulties, and the workload is quite heavy, so the staff are very busy, but we consider it our responsibility. On days off, staff do not receive extra salary or any other support. People do not have to pay any fees when registering changes in land ownership," Mr. Phong said.
Reportedly, to date, the Land Registration Office branch in Ha Tinh City has completed registration in 7 out of 20 units, including Tran Phu, Thach Trung, and Thach Ha wards, and Cam Binh, Thach Lac, Thach Tri, and Thach Hoi communes. The remaining 13 units, with approximately 32,000 land titles, have not yet undergone registration of land use changes and are expected to be completed in the first quarter of 2025.
