As the Chairwoman of the Women's Union of Quang Thien commune (Kim Son district), Ms. Pham Thi Hoan has dedicated her enthusiasm and passion to participating in the emulation movements and key tasks of the Union, striving to mobilize members and women to contribute to the new rural development movement in the locality.
To contribute to the local effort to build a commune that meets the standards of advanced new rural development, Ms. Pham Thi Hoan has actively disseminated information about the purpose and significance of new rural development to 100% of her female members through direct communication, meetings , mass media, and social media platforms such as Zalo and Facebook.
In addition, the organization regularly arranges for its members and women to participate in specific and practical activities linked to programs, movements, and campaigns such as: "Building a family with 5 no's and 3 clean's"; the "Green Saturday, Clean Sunday" movement; and the "One Billion Green Trees" program. Effectively developing and maintaining models such as "Household organic waste treatment using microbial preparations," "Collection of pesticide packaging and containers," "Clean house, beautiful garden," "Clean house, beautiful street," and "Women's tree-lined/flower-lined streets." This has attracted a large number of members and women to participate, contributing to the local area's achievement of the set criteria.
Recognizing that building a green, clean, and beautiful environment is one of the important tasks contributing to the fulfillment of advanced new rural criteria in the commune, Ms. Pham Thi Hoan actively mobilized cadres, women's association members, and the people in the commune to raise awareness in environmental protection. Through effective "people mobilization" work, she, together with the Executive Committee of the Women's Union of the commune, mobilized people, organizations, and individuals to contribute 38.5 million VND to build flower and tree-lined roads in the commune with a total length of 3,780 meters, including planting 139 potted bougainvillea plants, 300 rose bushes, and 87 small flower beds.
The association coordinated with other organizations to mobilize members to plant 850 casuarina trees and 100 bauhinia trees; mobilized the people to contribute to the construction of two mural-painted roads with a total length of 114 meters, worth 34 million VND; mobilized women to contribute labor to whitewash the walls of the cultural center and the walls of households along the roads in the commune; and mobilized families to voluntarily donate 504 square meters of land for road construction.
In addition, the association regularly guides and supports its branches in mobilizing member families and the public to effectively implement the criteria of the "Building a family with 5 no's and 3 clean's" campaign and the "Clean house, beautiful street" model. To date, 8 "Clean house, beautiful street" models have been established with over 700 members; 1 "Waste treatment using probiotics" model with 50 participating households; a "Collection of pesticide packaging and containers" model with 50 bins; and 80% of families have met the "5 no's and 3 clean's" criteria.
The association regularly organizes activities for its members and women to clean village roads and alleys, collect and dispose of waste, and clear drainage ditches in response to the "Green Saturday, Clean Sunday" movement launched by the District Party Committee and the District People's Committee. They encourage 100% of families to register to refrain from littering and to dispose of waste at the correct time and place. This reduces public littering and waste accumulation.
To help members improve their economic development, increase their income, and contribute to fulfilling the criteria for New Rural Development, the Women's Union of the commune actively coordinates and facilitates access to entrusted capital for production development. The total outstanding loan balance of the Union's funds reached over 9.5 billion VND, providing loans to over 200 members. 100% of poor households headed by women received support from the Union. Two disadvantaged households with specific addresses received assistance with a total loan of 310 million VND to develop their family economy. The Union also encouraged women to participate in the "Savings Day for the Poor," attracting 192 participants, and to date , the total savings at the District Social Bank branch is 375 million VND.
Ms. Hoan proactively coordinated with businesses and cooperatives to organize vocational training for 150 female workers, improving their income. To date, many trades are creating jobs for women, such as weaving sedge and water hyacinth, with an income of 80,000-150,000 VND/person/day. She also coordinated the organization of 5 science and technology transfer sessions for 1,250 female members in the commune.
In addition to providing financial support and vocational training, women members in the commune also have access to knowledge about economic development and production experience through conferences honoring exemplary women entrepreneurs, encouraging them to apply science and technology, boldly invest in expanding production and business, and develop various trades. Each year, the Association has at least 10 female members who excel in business, and 2 female members who become business owners, escaping poverty and rising to prosperity.
Ms. Pham Thi Hoan's contributions have been recognized and rewarded by various levels and sectors . Recently, she was honored to receive a Certificate of Merit from the Chairman of the Ninh Binh Provincial People's Committee for her outstanding achievements in building a new-style, advanced rural commune in Quang Thien commune.
Comrade Pham Xuan Phuc, Vice Chairman of the Quang Thien Commune People's Committee, commented: Ms. Pham Thi Hoan is an exemplary and responsible female official, prioritizing the collective interest and building close relationships with the residential area. Through various activities, the Quang Thien Commune Women's Union in general and Ms. Hoan in particular have making a significant contribution to the fulfillment of the local political tasks. This includes the movement to build new rural areas. Ms. Pham Thi Hoan is a typical example in the movement to build advanced new rural communes in the locality.
