Hai Duong Provincial People's Council passed 10 resolutions

Implement the resolutions promptly.

On the morning of November 14th, in his closing remarks at the 27th session of the Provincial People's Council, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Hai Duong Provincial National Assembly Delegation, emphasized that the 10 resolutions passed are important legal bases for the Provincial People's Committee and all levels and sectors to proactively implement, with some contents needing immediate implementation.

The Provincial People's Committee directed the implementation of disbursement to meet the requirements of the Resolution on the allocation of public investment plan using local budget funds for the 5-year period 2021-2025 and the adjustment and allocation of the 2024 plan (provincial budget source).

Regarding regulations on areas where livestock farming is prohibited and support for relocating livestock facilities, monitoring by the Hai Duong Provincial People's Council has revealed that many livestock farming areas are still causing pollution, especially in rural areas. However, local authorities face difficulties in inspecting and handling these issues.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to continue reviewing and advising on specific regulations to ensure smooth and effective handling.

Regarding the policy of removing the area limit for supporting the construction of greenhouses, Comrade Le Van Hieu suggested that the Provincial People's Committee direct and promptly implement it to meet the needs of the people in restoring production after natural disasters.

According to Comrade Le Van Hieu, Chairman of the Provincial People's Council, on November 6th, the Standing Committee of the Provincial People's Council, in coordination with the Provincial People's Committee and the Provincial Fatherland Front Committee, held a joint conference to agree on the time and content of the regular session at the end of 2024, and is expected to issue many specific policies of the province.

Emphasizing the significant impact of these policies, Comrade Le Van Hieu stated that the Standing Committee, committees, and delegates of the Provincial People's Council are deeply concerned about policy development and have organized workshops to gather opinions and formulate policies.

The comrade requested that the leaders, members of the Provincial People's Committee, and relevant agencies actively coordinate closely and reach a consensus on understanding in formulating and promulgating policies to meet the aspirations of voters and the people, as well as the development requirements of society.

Taking the example of developing policies to support the implementation of social housing projects for low-income people in the province, Comrade Le Van Hieu suggested that the price of social housing in remote areas should be lower than that in urban areas to make it accessible to people in need. At the same time, attention should be paid to providing access to capital and the lowest possible interest rates to support the people.

On behalf of the Standing Committee of the Hai Duong Provincial People's Council, Comrade Le Van Hieu respectfully thanked the Provincial Party Committee and the Provincial Party Secretary for their close and timely leadership and guidance; thanked the delegates, voters, and all the people for their participation and contributions of many heartfelt and responsible opinions before and during the session; and acknowledged the efforts of the People's Council committees, the Provincial People's Committee, the Provincial Fatherland Front Committee, and relevant departments and agencies.

At its 27th session, the Hai Duong Provincial People's Council passed 10 resolutions on:

1. Amend the content in the appendices issued together with Resolution No. 06/2021/NQ-HĐND dated October 29, 2021, of the Provincial People's Council promulgating regulations on some regimes and expenditure levels for the activities of the People's Councils at all levels in Hai Duong province, term 2021-2026.

2. Decision on the policy of changing the land use of forests to other purposes.

3. Adjustment of the investment policy for the project to construct an interchange connecting National Highway 17B with National Highway 5, the Hanoi-Hai Phong railway, and Hai Duong province.

4. Allocation of the 5-year public investment plan using local budget funds for 2021-2025 and adjustment and allocation of the 2024 plan (provincial budget source)

5. Promulgating the List of public service activities using state budget funds in the field of science and technology in Hai Duong province.

6. Approve the tasks and budget for the procurement of assets and equipment (LED screen system and auditorium sound system) for the Office of the People's Committee of Hai Duong province.

7. Approve the content and expenditure items for maintenance, repair, and emergency handling of dike incidents for the dike system managed by local authorities in Hai Duong province.

8. Regulations on areas within the inner city of cities, towns, and residential areas where livestock farming is prohibited, and policies on support for relocating livestock facilities out of prohibited areas in Hai Duong province.

9. Amending Resolution No. 14/2023/NQ-HĐND dated November 6, 2023 of the Hai Duong Provincial People's Council.

10. Adjust the budget allocated to provincial-level budget units for 2024 and provide additional entrusted capital to the Provincial Branch of the Social Policy Bank.
