
At the conference, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc thoroughly grasped the direction of General Secretary To Lam, and gave a speech at the National Conference on implementing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
He emphasized that the election of National Assembly deputies and People's Council deputies at all levels is a major political event of the country, a key task of the entire Party, the entire army and the entire people. Therefore, it is necessary to ensure good consultation, selection and introduction of candidates, promote the people's mastery throughout the election process; promote the important role of the Vietnam Fatherland Front and its member organizations in the process of consultation, introduction of candidates, as well as monitoring the quality of the election. At the same time, the entire consultation process must be conducted democratically, objectively, publicly, transparently, in accordance with legal regulations; and strengthen inspection and supervision of implementation.
On behalf of the Standing Committee of the Vietnam Fatherland Front Committee of the City, comrade Nguyen Phuoc Loc requested the delegates to promote the highest sense of responsibility, democracy, objectivity, seriously study, consider and discuss the proposed structure, composition, and number of people recommended by agencies, organizations, and units in the city to run for the 16th National Assembly on the basis of the allocation of the National Assembly Standing Committee and in accordance with the characteristics and actual situation of the City.

According to him, the results of the first consultation conference are of great significance, serving as a basis for the next steps of the consultation process to take place on schedule and in accordance with regulations, ensuring requirements on quality, representativeness and promoting widespread democracy among the people.
According to the expected allocation of the number and structure of delegates, Ho Chi Minh City is allocated 38 delegates to the 16th National Assembly, including 17 delegates introduced by the Central Government and 21 delegates residing and working locally introduced by the City's agencies and organizations.
The planning of the structure, composition and allocation of the number of candidates to be nominated is carried out according to the principles of democracy, impartiality and transparency; focusing on the quality of personnel; ensuring representation in sectors, fields, organizations and delegates at the grassroots level.
The selected delegates not only have strong political will, are exemplary in qualities and abilities, and fully meet the prescribed standards, but also meet current practical requirements, which are to have innovative thinking, dare to think, dare to speak, dare to do, dare to take responsibility, have vision and ability to participate in policy making to create development for the locality and the country in the new period.
At the conference, delegates discussed democratically and frankly and made proposals related to the structure, composition and number of delegates in accordance with the local situation. Delegates also voted to approve the number of people nominated to run for the 16th National Assembly for the 2026-2031 term in Ho Chi Minh City, which is 55 people.
