Cooperation in research and application of technology to assess expertise and cadres between Vietnam and Russia

The Director of RANEPA Academy affirmed his readiness to transfer technology and support comprehensive assessment of staff capacity based on big data, helping to build a common approach in personnel work of the two countries.

On the afternoon of December 8, at the Ho Chi Minh National Academy of Politics , Professor, Doctor Nguyen Xuan Thang, Politburo member, Director of the Academy, Chairman of the Central Theoretical Council received and worked with the delegation of the Academy of Public Administration and National Economics under the President of the Russian Federation, also known as the Russian Presidential Academy (RANEPA) led by Mr. Alexey Komissarov, Director of the Academy.

At the meeting, Professor, Dr. Nguyen Xuan Thang emphasized that the meeting took place in the context of the two countries celebrating 75 years of diplomatic relations in 2025; highly appreciated the cooperative relationship between the two sides, especially after the official visit to the Russian Federation by General Secretary To Lam; the General Secretary was honored to receive an Honorary Professorship from the RANEPA Academy.

At the meeting, the two sides reviewed the results of substantive cooperation in the past time. Director of RANEPA Academy Alexey Komissarov said that after signing the memorandum of understanding in May 2025, the two Academies immediately implemented specific activities. This year, 4 training cooperation programs were implemented.

Notably, last September, the Ho Chi Minh National Academy of Politics organized a training course for 35 officials of the Russian Federal Management Reserve Force; and in October, the RANEPA Academy welcomed a delegation of Vietnamese officials for professional development. Currently, RANEPA is continuing to organize two training programs for Russian administrative officials right at the Ho Chi Minh National Academy of Politics.

Sharing about Vietnam's development orientation, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang said that Vietnam is actively preparing for the 14th National Congress of the Party in early 2026. In particular, the Academy is currently focusing on strategic tasks such as participating in drafting Party Congress documents, advising on local development policies and training strategic-level officials.

The Director of the Ho Chi Minh National Academy of Politics emphasized that Vietnam is aiming for double-digit growth in the new term, considering science and technology, innovation, digital transformation and private economic development as important breakthroughs.

Sharing the speech of the Director of the Ho Chi Minh National Academy of Politics, the Director of the RANEPA Academy suggested that the two sides promote cooperation in research and application of professional and personal assessment technology for officials and civil servants developed by RANEPA.

Mr. Komissarov affirmed his readiness to transfer technology and support comprehensive assessment of staff capacity based on big data, helping to build a common approach to personnel work between the two countries.

Acknowledging this proposal, Professor, Dr. Nguyen Xuan Thang commented that this is a very meaningful idea in the context of Vietnam's need to evaluate cadres in a quantitative way.

At the meeting, Mr. Komissarov respectfully announced that, immediately after General Secretary To Lam's visit, RANEPA inaugurated a lecture hall named after General Secretary To Lam at the Academy. This is considered a vivid symbol of the friendship and Comprehensive Strategic Partnership between the two countries.

In the future, the two sides agreed to expand the scale of cooperation not only in Hanoi but also at affiliated academies in Ho Chi Minh City, Can Tho, and Da Nang; increase joint research activities, publish publications and exchange delegations.../.
