On September 4th, the Social Insurance (BHXH) and the Department of Education and Training of Ho Chi Minh City issued an important announcement regarding the contribution rates and participation points for health insurance for students in the new academic year 2025-2026.
Health insurance premiums are subsidized by 50%.
Accordingly, all students studying at educational institutions within the national education system in Ho Chi Minh City must participate in health insurance. This excludes students who are already covered under other health insurance schemes as stipulated by the Health Insurance Law, and foreign students who are not eligible for state-funded scholarships.
The Social Insurance agency notes that students who have already enrolled in family health insurance must switch to student health insurance at their current educational institution in order to receive funding for primary healthcare.
The health insurance contribution rate for students in the 2025-2026 school year will be calculated at 4.5% of the reference rate, with the state budget subsidizing 50%. The reference rate from July 1, 2025, is 2,340,000 VND.

Specifically, for 3 months: 315,900 VND (students contribute 157,950 VND, the budget subsidizes 157,950 VND); for 6 months: 631,800 VND (students contribute 315,900 VND, the budget subsidizes 315,900 VND); for 12 months: 1,263,600 VND (students contribute 631,800 VND, the budget subsidizes 631,800 VND).
In the event of adjustments to the reference level or contribution rate, students and the budget will not have to pay any additional fees or receive any refunds for the remaining period.
Closing method and time
Students enrolling in health insurance must pay their premiums at the educational institution where they enroll, starting from the beginning of the school year or course. The payment period can be 3 months, 6 months, or 12 months (12 months is recommended to ensure continuous benefits).
If the health insurance card has 10 days remaining until its expiration date, students should contact their educational institution to register and pay for renewal.
Educational institutions are responsible for urging, compiling lists, collecting fees, and submitting them along with the documents to the Ho Chi Minh City Social Insurance agency. Upon receiving the documents, the Social Insurance agency will promptly record the participation history to ensure the rights of students.

Notably, students whose health insurance cards expire in 2025 or who have never participated before will only pay for the remaining months until December 31, 2025. After that, they will continue to participate for the entire year of 2026.
Students from near-poor households, as defined by regulations, must participate in health insurance at their local level (70% subsidized by the budget). If they have not yet participated at their local level, they can participate as students at their school. When they are issued a card under the new group, they will be reimbursed according to regulations.
Students with health insurance cards under other groups (relatives of police, military, and intelligence personnel; poor and near-poor households, etc.) whose cards expire and are not renewed under the old group will immediately be included in the student group at the school.
