Medical, submarine, and pilot students can be promoted to first lieutenant upon graduation.

For the first time, the Central Military Commission and the Ministry of National Defense decided to confer the rank of first lieutenant on domestically trained graduates.

General Phan Van Giang, Minister of National Defense, has just signed Circular No. 18 regulating the conferment of military ranks on officers graduating from active-duty officer training; the promotion of officers of the rank of major and lieutenant colonel ahead of schedule and salary increases for officers ahead of schedule.

The first time the rank of lieutenant was conferred on domestic training

Notably, the circular clearly stipulates the criteria for awarding the ranks of lieutenant, captain, and major to graduates of active-duty officer training programs.

Non-commissioned officers and soldiers who graduate from pilot and submarine training and perform well will be considered for promotion to the rank of lieutenant.

Non-commissioned officers and soldiers with university-level training, graduating with a GPA of "good" or higher, and demonstrating good conduct may be considered for promotion to the rank of lieutenant in the following specific cases:

Training at foreign schools; training doctors at the Military Medical Academy who are party members: The rate of promotion to the rank of lieutenant is not more than 90%.

Training pharmacists and engineers at military and non-military schools requires full party members; training for second university degrees in military schools requires non-commissioned officers and soldiers on active duty who are party members: The rate of promotion to the rank of lieutenant shall not exceed 70%.

5-year training program (not for engineering training) is an official party member, during the course was awarded the title of advanced soldier twice or higher or won official prizes at national and international competitions; students are ethnic minorities of very small ethnic groups and students are recruited according to Government regulations as official party members: The rate of conferring the rank of lieutenant is not more than 55%.

4-year training program for official party members, during the course awarded 2 times the title of advanced soldier or higher or won official prizes at national and international competitions; students are ethnic minorities of very small ethnic groups and students selected according to Government regulations, students trained in non-military schools, trained in schools under the Ministry of Public Security are official party members: The rate of conferring the rank of lieutenant is not more than 45%.

For non-commissioned officers and soldiers who have graduated with a university degree, promotion to the rank of First Lieutenant or Captain may be considered in the following specific cases:

Training doctors at the Military Medical Academy with good graduation rank or higher, during the course awarded the title of emulation soldier of the whole army or higher; training at university level at the remaining schools with excellent graduation rank, during the course awarded the title of emulation soldier of the whole army or higher is an official party member and is considered for the rank of first lieutenant.

Pilots and submariners trained domestically with good graduation ratings, good training, and being party members will be considered for the rank of first lieutenant; those with excellent graduation ratings or higher, good training, and being party members will be considered for the rank of captain.

Overseas training with good graduation rank or higher, good training will be considered for the rank of captain.

Non-commissioned officers and soldiers who have graduated with a master's degree or equivalent from overseas training and have demonstrated good performance may be considered for promotion to the rank of captain.

On March 26, at the ceremony to honor Outstanding Young Faces and Promising Young Faces of the entire army in 2024, General Phan Van Giang said that this was the first time the Central Military Commission and the Ministry of National Defense had awarded the rank of First Lieutenant to students who had been trained domestically for 6 years and graduated, if they had excellent grades, were emulation fighters, and were Party members.

Previously, the regulation stipulated that the rank of first lieutenant could only be conferred on those trained abroad.
