The People's Council of Nghe An province is reviewing the plan to allocate nearly 2,200 teacher positions.

On the morning of April 11th, the Legal Affairs Committee of the Provincial People's Council held a meeting to review the draft resolution on approving the supplementary teacher staffing for the 2023-2024 school year and adjusting the total staffing of public employees in public non-business units and associations in 2024.

Attending the review meeting were Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; representatives of the Provincial National Assembly Delegation and relevant provincial departments and agencies.

The draft resolution was assigned by the Provincial People's Committee to the Department of Internal Affairs to lead in coordination with the Department of Education and Training, based on a review of staffing needs and feedback from grassroots levels, as well as input from relevant provincial departments and agencies.

Accordingly, based on the Central Government's decision to supplement the province's teacher staffing with 2,187 positions as stipulated in Decision No. 2392, dated December 6, 2023, of the Central Organization Committee; the plan for allocating additional staff according to each educational level is as follows: preschool level: 1,352 positions; primary school level: 369 positions; lower secondary school level: 441 positions; and upper secondary school level: 25 positions.

Simultaneously, regarding the allocation of additional personnel, the draft resolution also adjusts the total number of civil servants in public service units and associations in 2024 to 58,048 people; an increase of 2,187 positions compared to Resolution No. 77, dated December 7, 2023, of the Provincial People's Council on approving the total number of employees and contract workers receiving salaries from the budget in public service units and associations in 2024.

At the review meeting, based on the study of the report and draft resolution submitted by the Department of Internal Affairs, the meeting participants raised several concerns regarding the allocation of additional staffing quotas among some localities and schools.

For example, Dien Chau district currently lacks 766 teachers compared to the prescribed quota, with plans to add 231 positions; Quynh Luu district lacks 737 teachers according to the quota, with plans to add 239; Thanh Chuong district lacks 683 teachers compared to the quota, with plans to add 106 positions…

Meanwhile, Do Luong district is short 466 teachers compared to the allocated quota, with plans to add 211 positions; Nghi Loc district is short 573 teachers compared to the allocated quota, with plans to add 183 positions; Con Cuong district is short 9 teachers according to the allocated quota, with plans to add 9 positions…

Some argue that increasing the staffing levels for high schools in Vinh City does not adequately address the growing student population and the current policy of expanding classes in schools.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi raised concerns about the title of the draft resolution related to the approval of additional teacher staffing for the 2023-2024 school year; however, from now until the draft resolution is submitted to the Provincial People's Council for approval, plus the recruitment process in localities after the resolution takes effect, there are still several months left, meaning the 2023-2024 school year will be over; he requested that the drafting agency consider this carefully.

In addition, the Vice Chairman of the Provincial People's Council also suggested that the drafting agency should further study the basis related to the localized surplus and shortage of teachers and the data from the universal education survey to calculate a scientific and long-term allocation for the following years, not just for the 2023-2024 school year.

Based on the opinions of the meeting participants, the Legal Committee of the Provincial People's Council requested the drafting agency, the Department of Internal Affairs, to incorporate the feedback to revise and supplement the resolution, clarify the basis, and add forms to further clarify the plan for allocating additional personnel to localities and schools.

It is projected that 1,352 preschool teacher positions will be allocated to 18 districts, cities, and towns (excluding Ky Son, Tuong Duong, and Que Phong districts); among them, Dien Chau district has the most positions with 164; Quynh Luu district with 157; Do Luong district with 150; Yen Thanh district with 148; Vinh city with 121…

369 primary school teacher positions were allocated to 15 districts, cities, and towns (excluding 6 units: Ky Son, Anh Son, Tuong Duong, Quy Chau, Con Cuong, and Que Phong); of which, Vinh City received the most with 60 additional positions; Dien Chau district with 47 positions; Quynh Luu district with 44 positions; Nghi Loc district with 37 positions…

441 secondary school teacher positions were allocated to 18 districts, cities, and towns (excluding Cua Lo town and Ky Son and Que Phong districts); the highest number was in Vinh City with 90 positions; Do Luong district with 61 positions; Yen Thanh district with 49 positions; and Quynh Luu district with 37 positions…

Specifically, 25 additional high school staff positions are allocated to 17 schools in the province, with each school receiving 1-2 additional positions.
