On the afternoon of November 14th, the Provincial People's Committee held a conference to hear a report on the plan for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital, a special national historical site in Ninh Binh province, until 2030, with a vision to 2050.
Comrade Tong Quang Thin, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, chaired the meeting. Also attending were Comrade Nguyen Cao Son, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, agencies, and localities; the Ninh Binh Historical Science Association, etc.
At the conference, delegates listened to a summary report from the consulting unit on the Plan for the preservation, restoration, and rehabilitation of the Hoa Lu Ancient Capital, a special national historical site in Ninh Binh province, up to 2030, with a vision to 2050.
Accordingly, the planning was carried out by the consulting unit based on 12 ideas, such as: a strategic model for sustainable conservation of Hoa Lu Ancient Capital; the issue of reviving Hoa Lu Ancient Capital with its cultural, civilized, and historical appearance; a strategy for urban development of Ninh Binh Ancient Capital-heritage; the idea of a new heritage city and a city of the future; urban planning for tourism and a system of parks; the idea of connecting water bodies and streams; comprehensive, green, and smart infrastructure;...
The scale and vision of Hoa Lu Ancient Capital in 2050 are built and redeveloped based on historical traditions, natural and cultural diversity, institutions, human resources, and unique landscapes, to become a global model for sustainable heritage preservation and urban development linked to cultural industries. The Ancient Capital City – a Heritage site – has shaped the cultural, civilizational, and cultural heritage of the legendary Hoa Lu Ancient Capital.
The constituent elements of the vision include: the core foundation in the urban development strategy of the Ancient Capital - Heritage site; safe and beautiful living for residents; a sustainable heritage conservation system; a vibrant urban center with peaceful living; multimodal transport and access; a green, smart city that is resilient to natural disasters and climate change; a prosperous, stable, and sustainable economy; and practices for the development of cultural and creative industries.
The principles for implementing the vision include: flexible growth core; growth limits and sustainable conservation; establishing advantages and competitiveness; and unleashing community strength.
At the conference, delegates representing departments, agencies, and localities exchanged and discussed, clarifying several thematic contents in the planning proposal report. The focus was on issues such as: the vision for the development of Hoa Lu Ancient Capital; the rearrangement of administrative units to adjust and supplement the planning report; the issue of sustainable development planning for the heritage area; the establishment and allocation of land in the heritage settlement area for local residents and the development of transportation infrastructure; and issues related to the preservation, restoration, and rehabilitation of intangible cultural values within the heritage space.

Concluding the conference, Comrade Tong Quang Thin, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, acknowledged and agreed with the 12 planning ideas presented by the consulting unit. He also requested the consulting unit to continue coordinating with relevant departments, agencies, and localities to exchange and compare the Hoa Lu Ancient Capital Planning with other provincial planning documents to ensure consistency and alignment with the province's overall development.
The objectives of the Plan for the Preservation, Restoration, and Rehabilitation of the Hoa Lu Ancient Capital, Ninh Binh Province, up to 2030, with a vision to 2050, are to fully identify the value of the Hoa Lu Ancient Capital associated with the formation of the Dai Co Viet State; to complete the system of records and data as a basis for digital transformation and automation in management; and to create a comprehensive legal and policy framework and investment plan to attract social resources in the management, protection, and promotion of the value of the relic.
Through this, the boundaries and scope of the area will be finalized; solutions will be proposed to enhance the capacity to adapt to climate change and natural disasters; and a foundation will be created for the socio-economic development of the locality, effectively linked to the historical site. At the same time, the model of heritage preservation linked to sustainable development will be perfected; the appropriate position of Hoa Lu Ancient Capital within the system of historical capitals of the nation will be established; and the central area of Hoa Lu Ancient Capital will become one of the key drivers in implementing urban development strategies and strategies for the development of the cultural industry and tourism of Ninh Binh province.
