Speaking at the conference, Colonel Le Quang Dao, Deputy Director of the Ho Chi Minh City Police Department and Deputy Head of the Standing Committee of the Ho Chi Minh City Human Rights Steering Committee, affirmed that in recent times, the work of ensuring and fighting for human rights in the city has been implemented in a coordinated and effective manner.
Policies and strategies for socio -economic development, improving the material and spiritual lives of the people, especially in the areas of social security, poverty alleviation, legal assistance, ensuring freedom of belief and religion, and resolving complaints and denunciations of the people... are increasingly being perfected, ensuring the legitimate rights and interests of citizens. The fight against activities that exploit democracy and human rights issues to undermine national security has achieved many positive and noteworthy results.
Furthermore, human rights work in the area still faces certain limitations, such as the lack of systematic and effective dissemination of achievements; the limited and inconsistent understanding of human rights among some officials; and the untimely and incomplete reporting of information by some departments and agencies that are members of the Steering Committee. This leads to difficulties in compiling, advising, and proposing solutions to leaders at all levels to improve the city's human rights work.
Furthermore, according to Colonel Le Quang Dao, coordination and information exchange between agencies, departments, and organizations have sometimes been untimely and inconsistent; management still has some shortcomings; advisory and propaganda work on ensuring human rights has not been regular; and the work of combating and refuting erroneous viewpoints has not met the requirements of the task.
Based on the above reality, organizing a training conference on human rights is necessary to ensure that key officials and leaders of various units have a correct understanding of the meaning, importance, and responsibility in guaranteeing human rights; and to mobilize the combined strength of departments, agencies, and localities in advising Party committees and governments at all levels to formulate policies and guidelines to promote and ensure human rights in the city.

At the conference, Major General Nguyen Van Ky, Deputy Chief of the Standing Office of the Government's Steering Committee for Human Rights, affirmed that the conference took place immediately after Vietnam successfully defended its National Report on the Universal Periodic Review (UPR) mechanism, cycle IV, in Geneva, Switzerland. Vietnam's efforts and achievements have been recognized and highly appreciated by the international community.
Based on that, Major General Nguyen Van Ky suggested that in the coming time, the Ho Chi Minh City Human Rights Steering Committee needs to make more breakthroughs and proactively advise the government at all levels on the implementation of policies and laws on ensuring and promoting human rights. At the same time, the Ho Chi Minh City Human Rights Steering Committee needs to continue to strengthen information dissemination on the Party and State's policies and laws on achievements in ensuring human rights at the grassroots level, and enhance external communication about Vietnam's positive role, especially during the period when Vietnam announced its re-election to the United Nations Human Rights Council for the 2026-2028 term… The Deputy Chief of the Steering Committee's Office emphasized the need to proactively monitor the situation, raise vigilance, and detect the schemes and activities of hostile forces that exploit democracy and human rights issues at the grassroots level to carry out subversive activities.
The human rights training conference highlighted new and key issues related to ensuring human rights, enabling officials and Party members to grasp and effectively apply this knowledge to their practical work.
The delegates listened to presentations on two topics: "Human rights work in the new situation" and "Ensuring workers' rights in the context of business and trade liberalization".
The topics were positively evaluated by the delegates for providing practical information and knowledge on the field of human rights protection, especially in the current period, when Vietnam's participation in new generation trade agreements such as the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and the European Union-Vietnam Free Trade Agreement (EVFTA) has created new requirements and regulations directly related to workers' rights in the process of international integration, particularly the establishment of workers' organizations in enterprises outside of trade unions.
During the conference, delegates expressed their desire for more training sessions on topics related to ensuring human rights in the new context for local and grassroots-level officials.

In his closing remarks at the conference, the Deputy Head of the Standing Committee of the Ho Chi Minh City Human Rights Steering Committee affirmed that the human rights training conference had promptly provided the latest information on democracy and human rights issues; and enhanced the knowledge of officials directly involved in human rights work. At the same time, the conference created a forum for sharing and exchanging practical experiences, addressing difficulties and obstacles in implementing the work, and making a practical contribution to ensuring, protecting, and defending human rights from the central to local levels.
On behalf of the City's Human Rights Steering Committee, Colonel Le Quang Dao requested that the member units of the Steering Committee coordinate closely to advise the City Party Committee and the City People's Committee on organizing and implementing the best possible work of ensuring and protecting human rights.
