Mobilizing resources from socialization to disseminate knowledge and transfer science and technology

On October 15, the Vietnam Union of Science and Technology Associations (VUSTA) held a workshop on "Solutions to mobilize resources from socialization to disseminate knowledge and transfer science and technology".

Associate Professor, Dr. Pham Quang Thao, Vice President of VUSTA, said: Knowledge dissemination and science and technology transfer activities are first of all a breakthrough in thinking and a synchronous implementation of the system. Knowledge dissemination and science and technology transfer are one of the main tasks of VUSTA. The implementation of scientific and technological research in the past time has come from three main sources: the State, enterprises, and the community. Of which, the State's resources are the main source. The socialized resources from the community are still small. When implementing Resolution 57, the trend of mobilizing resources from socialization was identified as the main source. The current problem is how to mobilize socialized resources effectively.

Dr. Le Cong Luong, Deputy Secretary General, Head of the Department of Science and International Cooperation, said: In recent years, non-public science and technology (S&T) organizations have made many practical contributions to knowledge dissemination and S&T transfer, especially in the fields of agriculture , environment, public health, renewable energy and sustainable development. Many models have been effectively implemented at the grassroots level, helping to improve the capacity of people, businesses and local authorities to access science.

“VUSTA has 570 science and technology research organizations, most of which are autonomous. In the 2021-2024 period, the units organized 148 scientific conferences and 364 scientific seminars. In addition, science and technology organizations have implemented campaigns, communication models and disseminated knowledge through community organizations with high efficiency. In the 2021-2024 period, the organizations had 106,977 leaflets, billboards, slogans, and posters for education and propaganda work; 148 communication campaigns to conserve biodiversity; 146 biodiversity conservation models were deployed by affiliated science and technology organizations,” said Dr. Le Cong Luong.

However, according to Dr. Le Cong Luong, the knowledge dissemination and communication activities of science and technology organizations under VUSTA are still lacking in synchronization, the content and forms of communication are still monotonous and unattractive; information technology and digital communication platforms have not been effectively exploited, and there is no focus on raising public awareness... The reasons are due to the lack of resources for communication work, lack of coordination and connection between relevant parties, and difficulties in creating attractive scientific content.

Regarding solutions, Dr. Le Cong Luong said that VUSTA needs to continue to play the role of a bridge between the State - enterprises - science and technology organizations, supporting resource connection, sharing information and experience, and promoting policy consultation related to the socialization of science and technology; Developing public-private partnership (PPP) models in knowledge dissemination and science and technology transfer, especially in the fields of serving new rural development, environmental protection, climate change response, digital transformation and green development... Building a database and expert cooperation network, connecting science and technology units, research institutes, enterprises and social organizations, forming an open knowledge sharing ecosystem.

Mr. Dang Vu Canh Linh, Deputy Director of the Institute for Training and Scientific Research, Central Committee of the Vietnam Fatherland Front, said: One of the biggest barriers today is the gap between scientific research and practical application. According to statistics from the Ministry of Science and Technology, only about 15 - 20% of scientific research results are transferred and applied to production and business. The cause of this situation lies not only in the quality of research or the technology reception capacity of enterprises, but also in the lack of connection, lack of information and lack of effective intermediary mechanisms. Many enterprises, especially small and medium enterprises, do not know which source of knowledge and technology is suitable for their needs, while scientists also have difficulty accessing practical problems from production and business.

It is in this context that the dissemination of scientific and technological knowledge becomes a task of strategic significance. Dissemination of scientific and technological knowledge is not simply a one-way communication of information but a process of creating two-way interaction, building a bridge between the world of knowledge and the world of practice, helping scientific achievements to be understood, accessed and finally applied to production and business, contributing to creating economic value and enhancing national competitiveness.

Regarding solutions, according to Mr. Dang Vu Canh Linh, VUSTA needs to shift from organizing event-based networking activities to building a comprehensive networking ecosystem, in which stakeholders can interact regularly and sustainably. Knowledge dissemination needs to shift from the traditional, one-way method to an interactive model based on actual needs.

“VUSTA needs to conduct research and surveys to classify in detail the technological needs of business groups by industry, scale, region and development stage. Based on that, build personalized knowledge dissemination programs with specific, practical content. For example, for agricultural processing enterprises, the content should focus on preservation, processing, packaging and traceability technology; for mechanical manufacturing enterprises, focus on automation technology, robots and supply chain management,” Mr. Linh shared.

To effectively perform its bridging role, VUSTA needs to strategically invest in human resource development; further enhance its proactiveness in research, criticism, and propose to the Government and ministries and branches policies and mechanisms to create a favorable environment for the dissemination of scientific and technological knowledge and connecting entrepreneurs, enterprises, production and business activities in practice; Promote digital transformation, promote a culture of innovation and a spirit of cooperation.
