Scene of the opening session
According to the program, at this session, the Provincial People's Council will review, discuss and approve the report assessing the socio- economic situation in 2025 and the projected socio-economic development plan for 2026; reports on the results of work, inspection and supervision of the Provincial People's Council Standing Committee, Provincial People's Council Committees; reports of the Provincial People's Committee and departments and branches submitted to the Provincial People's Council session according to the law; notice of the Provincial Vietnam Fatherland Front Committee on participating in government building in 2025; review and decide on draft resolutions in areas under its authority; conduct questions and answers from Provincial People's Council delegates and members of the Provincial People's Committee.
The meeting is expected to last 2.5 days (from December 8-10, 2025) to discuss and give opinions on 104 reports, 63 submissions and 65 draft resolutions that have been carefully prepared by the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial People's Council Committees and relevant departments and branches.

At the opening session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Rah Lan Chung shared the difficulties and losses of the people in the Central provinces in general, and our province in particular, who suffered heavy losses in human lives and property due to natural disasters such as storms and floods. In addition to the support of the Central Government, the province, organizations and people in the country, the Provincial People's Council called on organizations, compatriots and soldiers in the province to promote the spirit of mutual love and support, continue to support both materially and spiritually, helping people in localities that suffered many losses to overcome difficulties, overcome the consequences of storms and floods, and soon stabilize their lives and production. At the same time, on behalf of the Party Committee, Government and People in the province, Comrade Rah Lan Chung respectfully thanked the organizations, individuals and philanthropists who have been carrying out many volunteer activities, joining hands with local authorities to promptly support people in the affected areas.
The Chairman of the Provincial People's Council emphasized that the regular session of the Provincial People's Council at the end of 2025 will review and decide on a number of important issues under the authority of the Provincial People's Council. He requested the Provincial People's Council delegates and delegates attending the Session to promote the spirit of democracy, responsibility, frankness and objectivity in the discussion, focus on key issues, clearly express their views on each content, especially on issues with different opinions through the Verification Reports of the Provincial People's Council Committees, so that the Provincial People's Council can determine the correct policies and decisions, close to the practical situation, effectively promote resources in investment, policies come into life and be implemented synchronously, meet the trust and expectations of voters and people of the province, making an important contribution to the success of the Session.

Speaking at the opening session, Provincial Party Secretary Thai Dai Ngoc acknowledged and commended the achievements of our province in 2025. He affirmed that the achievements are the inheritance and promotion of the achievements of previous terms; a vivid manifestation of solidarity, dynamism, creativity, flexibility, aspiration to rise up, overcome difficulties and challenges, and the efforts of the entire Party Committee, government, Fatherland Front, organizations, cadres, party members, workers, voters and people of all ethnic groups in the province.
The Provincial Party Secretary emphasized that 2026 is an important year, with the 14th National Party Congress taking place, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and the first year of implementing the 5-year socio-economic development plan for 2026-2030. The goals, tasks and workload are very large, complex and new due to the implementation of the policy of promoting decentralization.
Therefore, Party committees and authorities at all levels in the province need to innovate their thinking and methods of action, and be more determined in implementing the Resolutions and Conclusions of the Party Central Committee, the National Assembly, the Government , and the Provincial Party Committee on socio-economic development in 2026, ensuring the completion of the set targets, goals, and tasks.

The Provincial Party Secretary requested delegates to focus on research, discuss thoroughly, have specific solutions to remove bottlenecks, clear and mobilize all resources and update and fully concretize policies, regimes and policies into the Resolutions of the Provincial People's Council to organize implementation, ensure completion and over-fulfillment of the targets and tasks set by the province in 2026, creating a premise for breakthroughs in the following years. In particular, it is necessary to focus on discussing the public investment plan and state budget estimate for 2026 and solutions to speed up the implementation progress, promptly assign and divide detailed and specific plans to each agency, unit and locality right from the beginning of the year, thoroughly decentralize management and implementation to the grassroots level, especially projects and works belonging to the 3 national target programs.
Plans and solutions to remove difficulties and obstacles in planning, land, site clearance, and credit capital; promote administrative reform, improve the investment and business environment, digital transformation, human resource training, build essential infrastructure, and connecting traffic infrastructure to create the best conditions for investment, production, and business.
Projects and solutions for developing culture, sports, tourism, social security, job creation, poverty reduction and new rural construction; especially plans to eliminate temporary and dilapidated houses for poor households, projects and policies to build resettlement areas to soon arrange and stabilize the lives of people whose houses have been damaged by the two recent natural disasters.
Project to streamline the internal organization of agencies, units, and organizations in the political system according to prescribed functions and tasks, project of job positions and assigned number of staff, ensuring effective, efficient, and efficient operations.
Along with that, continue to direct the review of laws and legal regulations to promptly advise on institutionalizing decentralized regulations according to authority, and at the same time recommend competent authorities to consider amending, supplementing, replacing or abolishing legal documents that are no longer suitable, ensuring unity and synchronization in the entire legal system; contributing to building and consolidating the political system and socio-economic development of the province.
Coordinate the review of the Resolutions issued by the People's Councils of the two provinces to propose amendments, supplements, new issuances or abolitions in accordance with the provisions of law, to ensure synchronous implementation, in accordance with practical conditions and the two-level local government model.

Secretary of the Provincial Party Committee Thai Dai Ngoc emphasized that immediately after this session, the Provincial People's Committee urgently directed the concretization of the Resolutions of the Provincial People's Council; at the same time, assigned specific targets to each sector and locality in conjunction with implementation resources, ensuring "clear people, clear work, clear time, clear products, clear responsibilities, clear authority"; regularly directed, guided, inspected, supervised, and evaluated the implementation, especially at the commune-level authorities.
Requesting agencies, units, localities, Steering Committees and Election Committees at all levels to thoroughly grasp, promptly concretize and effectively organize implementation, ensuring democracy, publicity and transparency of directives and instructions on the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, so that the election must truly be a broad political activity, become a festival of the entire people, promoting the people's mastery.
