In his opening remarks at the Congress, Comrade Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor and President of the Vietnam Public Employees' Union, stated that the 6th Congress of the Vietnam Public Employees' Union is an important political forum for union members and workers throughout the bloc, taking place at a time when the entire Party, people, and army are striving to seize opportunities and overcome all difficulties and challenges, determined to successfully implement the Resolution of the 13th National Party Congress and Resolution No. 02-NQ/TW dated June 12, 2021, of the Politburo on reforming the organization and operation of the Vietnam Trade Union in the new situation.

The Congress is tasked with evaluating the results of implementing the Resolution of the Congress of the Vietnam Public Employees' Union for the 2018-2023 term; determining the goals, tasks, and proposing solutions for implementation in the 2023-2028 term; and reviewing the leadership and direction of the Executive Committee of the Vietnam Public Employees' Union for the 2018-2023 term.
In addition, the Congress will also elect the Executive Committee of the Vietnam Public Employees' Union for the 2023-2028 term; and provide feedback on the documents to be submitted to the 13th Congress of the Vietnam Trade Union.
The objectives set by the Executive Committee of the Vietnam Public Employees' Union for the 2023-2028 term are: "Focus on innovating the content and methods of union activities towards a modern, practical, and attractive direction; strengthen resources to effectively perform the task of representing, caring for, and protecting the legitimate rights and interests of union members and workers; proactively participate in state management and socio- economic management; actively participate in inspection, auditing, and supervision; promote propaganda, mobilization, and education of union members; build strong public employee unions at all levels in terms of politics, ideology, organization, and personnel; participate with Party committees and professional departments in building and improving the quality of cadres, civil servants, public employees, and workers; promote patriotic emulation movements and campaigns, contributing to building strong agencies and units, and a prosperous and happy country."

Reporting on the results of the 2018-2023 term, Comrade Nguyen Van Dong, Member of the Executive Committee of the Vietnam General Confederation of Labor and Standing Vice Chairman of the Vietnam Public Employees' Union, stated that during the past term, the COVID-19 pandemic had a significant impact on the country's economy and people's lives. However, most of the targets set at the beginning of the term were achieved and exceeded. In particular, the work of caring for the lives of union members received special attention.
Specifically, trade unions at all levels have provided support to officials, civil servants, and workers in difficult circumstances affected by the COVID-19 pandemic, as well as to three deceased union members, with a total amount of nearly 3.5 billion VND. Subordinate trade unions have provided 45 billion VND in support to more than 30,000 union members and workers.

Union members and workers have contributed nearly 230 billion VND to charitable social activities. For example, visiting and giving gifts to soldiers in Truong Sa, centers for the care of wounded and sick soldiers, people who have rendered meritorious services to the revolution, building houses of compassion for policy beneficiaries, etc.
During the term, 650 union-sponsored homes and charitable houses were built and handed over, each costing between 50 and 70 million VND, bringing joy to poor families and families in difficult circumstances.
In addition to union funds, affiliated unions have leveraged professional resources and increased social mobilization, raising the total amount of money spent on care and support for beneficiaries during the term to 315 billion VND...

At the first working session, the Congress carried out the following main contents: electing the Presidium, the Secretariat, and the Credentials Committee; approving the Program and Working Regulations; approving the Report on the verification of delegates' credentials to the Congress, and the review report of the Executive Committee of the Vietnam Public Employees' Union, 5th term; approving the personnel plan for the Executive Committee of the Vietnam Public Employees' Union, 6th term, 2023-2028; and holding group discussions.
The 6th Congress of the Vietnam Public Employees' Union will take place over two days, from September 30th to October 1st.
