On the morning of December 11th, with 100% of participating delegates voting in favor, the National Assembly passed a Resolution on continuing to implement the Resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning.
Improve the operational efficiency of state-owned enterprises, preventing losses and waste.
The resolution states that the National Assembly acknowledges and highly appreciates the efforts of the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office in the context of consolidating the organizational structure and rearranging administrative units. They have proactively and actively implemented the resolutions of the 14th and 15th National Assemblies on specialized supervision and questioning, achieving many positive results. This has contributed to perfecting the legal system, enhancing the effectiveness and efficiency of the State apparatus, creating significant changes in management and direction, promoting socio-economic development, ensuring national defense and security, and improving the material and spiritual lives of the people.
The National Assembly also requested that agencies focus on effectively carrying out tasks related to their specific fields.
Regarding the financial sector, the Resolution calls for research, amendment, and supplementation of mechanisms, policies, and regulations to meet the requirements of securities market development; diversification of products, and increased supply of goods in the securities market to facilitate and enhance the mobilization of financial resources for the economy ;
Issue regulations on the private placement and trading of corporate bonds in the domestic market and the international offering of corporate bonds; develop regulations guiding the organization of a specialized securities market for innovative startups.
The National Assembly also requested a comprehensive assessment of the current state of headquarters and public assets of agencies, organizations, and units after the administrative unit restructuring. “In 2026, solutions will be implemented to address difficulties and obstacles, continue restructuring, and improve the operational efficiency of state-owned enterprises, ensuring efficiency and preventing the loss and waste of state capital. By December 30, 2027 at the latest, the connection of specialized public asset databases with the national public asset database will be completed,” the Resolution stated.

Regarding the banking sector, the National Assembly requested a review of the implementation of the plan to restructure the system of credit institutions associated with handling bad debts in the 2021-2025 period; a preliminary review of the implementation of the National Comprehensive Financial Strategy for the 2020-2025 period and the setting of directions, tasks, and solutions for the 2026-2030 period; focusing on removing difficulties and obstacles, and accelerating the implementation of the credit program for lending to social housing projects, worker housing projects, and projects to renovate and rebuild old apartment buildings; the credit program for lending to young people under 35 years old to buy social housing; and the credit program for investment in electricity infrastructure, transportation, and strategic technologies.
In addition, it is necessary to urgently research and develop appropriate solutions for establishing a gold exchange according to a suitable roadmap; continue to promote digital transformation in the banking sector; research and implement new payment models and technologies, cross-border payments, ensuring security and safety; strengthen information dissemination and promotion of mechanisms and policies on payments, digital transformation, and financial management knowledge and skills for the people, improving their understanding of using banking products and services safely and effectively.
In the field of industry and trade, the National Assembly's Resolution requires accelerating the implementation of key and urgent projects in the electricity and coal sectors; inspecting, monitoring, and regularly tracking the evolution of electricity demand and emerging factors, and providing timely, appropriate, and effective solutions to ensure sufficient electricity supply for production, business, and people's consumption.
In the fields of agriculture and environment, the National Assembly requested the Government to allocate sufficient resources and expedite the relocation and resettlement of people in areas at high risk of natural disasters, especially areas prone to flash floods and landslides, ensuring livelihoods for the people; and to inspect and urge localities to address the shortage of residential and agricultural land for ethnic minorities.
Urgently review and finalize job positions to align with the restructured organizational apparatus.
The National Assembly requests the Government to continue implementing the policy of fundamental and comprehensive reform of education and training; to comprehensively summarize and evaluate the organization of examinations during the transitional period between the two general education programs (2006 and 2018), and to orient a suitable, unified, and stable roadmap for organizing examinations in the following years; and to direct localities to recruit all teachers allocated by competent authorities, thoroughly resolving the issue of teacher surplus and shortage.
The National Assembly also requested the Government to urgently review and finalize job positions to suit the restructured organizational apparatus; accelerate the salary reform roadmap and move towards paying salaries based on job positions linked to performance evaluations based on output.
The government is urgently reviewing and resolving all outstanding complex complaints and denunciations, especially those complicated by changes in land law. At the same time, it will expedite the completion of the "National Database on Asset and Income Control" project; accelerate the inspection process; and continue to monitor and urge the implementation of inspection conclusions, especially those under the purview of the Central Steering Committee on Anti-Corruption, Waste, and Negative Practices.
In addition, we must continue to strengthen the fight against all types of crimes and violations of laws related to security and order, especially crimes against children and drug-related crimes.
