In an interview with the press ahead of Prime Minister Pham Minh Chinh's trip to attend the G20 Summit in Brazil and his official visit to the Dominican Republic, Deputy Minister of Foreign Affairs Pham Thanh Binh emphasized: The Prime Minister's trip is of great significance in many aspects, affirming Vietnam's position, prestige, responsibility, and contributions at international forums, while promoting cooperation with partners in many fields.


Reporter: Could the Deputy Minister please explain the purpose and significance of Prime Minister Pham Minh Chinh 's trip to attend the G20 Summit in Brazil and his official visit to the Dominican Republic?

Deputy Minister of Foreign Affairs Pham Thanh Binh : This is the fifth time Vietnam has been invited to attend the G20 Summit and the first time a key Vietnamese leader has visited the Dominican Republic.

The 19th G20 Summit, themed “Building a Just World and a Sustainable Planet,” prioritizes discussions on combating poverty, sustainable development, energy transition, and reforming global governance institutions. These are all issues of common concern to all countries. In addition to the official members, the 2024 G20 Summit will be attended by heads of state and government from 19 guest countries and leaders of 15 key international organizations.

Within the framework of the Conference, Prime Minister Pham Minh Chinh is expected to hold talks with President of the Federative Republic of Brazil Lula da Silva to review the implementation of high-level agreements reached during the Prime Minister's official visit in September 2023 and to exchange major orientations and practical measures to promote bilateral relations to a new level. The Prime Minister will also participate in several bilateral activities with Brazil to commemorate the 35th anniversary of the establishment of diplomatic relations between the two countries, including attending the inauguration ceremony of a commemorative plaque dedicated to President Ho Chi Minh in Rio de Janeiro.

With regard to the Dominican Republic, Prime Minister Pham Minh Chinh's official visit demonstrates Vietnam's appreciation and desire to further strengthen and deepen the good relationship of solidarity, friendship, and cooperation between Vietnam and the Dominican Republic, leading up to the 20th anniversary of the establishment of diplomatic relations between the two countries (July 7, 2005 - July 7, 2025). In recent years, Vietnam-Dominican Republic relations have seen many positive developments. Both sides maintain regular exchanges of delegations. Economic and trade relations have experienced rapid growth. The two countries still have significant potential and room for cooperation.

Given its significance, Prime Minister Pham Minh Chinh's visit is important in many respects.

Firstly, the meeting highlighted Vietnam's position within the G20. The Prime Minister attended the 19th G20 Summit as a guest, and Vietnam currently does not hold the rotating chairmanship of any multilateral forum. Previously, Vietnam was invited to the G20 when it chaired APEC in 2017 and ASEAN in 2010 and 2020. This demonstrates that the international community, including host country Brazil, increasingly values ​​the role of the Vietnamese economy in the global economy, as well as Vietnam's influence and contributions to global multilateral mechanisms.

Secondly, it affirms Vietnam's responsible contribution to addressing global challenges; leveraging Vietnam's strengths and experience in areas where it has expertise. For many years, the G20 has been one of the most important mechanisms for global governance, playing a significant role in guiding and shaping international efforts to respond to global challenges. This is an opportunity for Vietnam to make proactive, positive, and responsible contributions to key and urgent global issues, commensurate with Vietnam's position and strength as it enters a new era of national development. The Prime Minister's participation and speech will convey a strong message about a dynamic, innovative Vietnam, ready to share global responsibilities.

Thirdly, the trip is an opportunity for Vietnam to consolidate and promote cooperation with partners in many fields. With Brazil, the Prime Minister's trip will contribute to elevating the Vietnam-Brazil bilateral relationship to a new level, strengthening political commitment and trust, opening up a broader space for cooperation, and developing the relationship comprehensively, in depth, stably, and sustainably, bringing practical benefits to the people of both countries.

For the Dominican Republic, the visit contributes to creating momentum for expanding economic, trade, and investment relations between Vietnam and the Dominican Republic, especially in promising areas such as agriculture, industry, building materials production, export processing zone business, energy, oil and gas, telecommunications, and tourism.

The meetings between leaders of various countries and international organizations within the framework of the Conference provide an opportunity to further deepen cooperation in many fields, especially trade, investment, and development cooperation, and to continue effectively implementing Vietnam's independent, self-reliant, multilateral, and diversified foreign policy.

Deputy Minister of Foreign Affairs Pham Thanh Binh: As a guest at the G20 Summit, Prime Minister Pham Minh Chinh will make many substantive contributions to the Conference.

Firstly, the Prime Minister will share his views on global issues. He will speak at two sessions on the key topics of "The Fight Against Poverty" and "Sustainable Development and Energy Transition." He is expected to share valuable lessons learned in combating poverty, an area where Vietnam has significant experience and has achieved great success, recognized and highly appreciated by the world. Simultaneously, the Prime Minister will discuss Vietnam's approach and implementation of its sustainable development and energy transition strategy for the coming period; and introduce Vietnam's hosting of the fourth Partnership for Green Growth and Global Goals 2030 (P4G) Summit in 2025.

Secondly, it demonstrates solidarity in seeking solutions for global governance. Prime Minister Pham Minh Chinh will respond to the Call to Action on Global Governance Reform. This is an important G20 document reflecting the determination to reform and modernize key international institutions such as the United Nations, the World Trade Organization (WTO), and the International Monetary Fund (IMF). Responding to the Call to Action demonstrates Vietnam's commitment to upholding multilateralism and international solidarity, affirming the G20's leading role in promoting the Sustainable Development Goals.

She affirmed the commitment to responding to global challenges. Prime Minister Pham Minh Chinh will attend the launch ceremony of the "Global Alliance Against Poverty" initiative as a founding member. Against the backdrop of slowing global efforts to eradicate poverty and achieve the Sustainable Development Goals, the Alliance's creation contributes to creating new political momentum and effectively coordinating with existing efforts to combat poverty. This spirit is entirely consistent with Vietnam's global, people-to-people, and comprehensive approach and with the policy of strengthening the voice of developing countries in the fight against poverty.

I believe that the results of Prime Minister Pham Minh Chinh's working visit once again affirm Vietnam's position, prestige, responsibility, and contributions in important international forums, opening a new phase in relations between Vietnam and Brazil and the Dominican Republic, creating momentum to expand and deepen bilateral cooperation in many fields, effectively contributing to the development of each country, and contributing to peace, stability, cooperation, and development in both regions and the world.
