Emulation bloc of districts and cities deploys tasks for the last 6 months of the year

On September 22nd, in Cuc Phuong commune (Nho Quan district), the Emulation Bloc of districts and cities held a conference to review emulation and reward work for the first six months of the year and to implement tasks for the last six months of 2023. Attending the conference were representatives from the Department of Internal Affairs and leaders of the People's Committees of the districts and cities.

In the first six months of the year, the emulation movement and reward system of the Bloc saw many innovations and achieved positive results. Leadership and guidance were implemented promptly, closely following the directives of higher authorities. The dissemination and promotion of exemplary advanced models, especially those highlighting good deeds and effective production models, were intensified. Rewards were given in accordance with regulations.

The units within the Bloc continue to implement the Bloc's emulation theme linked to "Studying and following the thoughts, ethics, and style of Ho Chi Minh ," combating corruption; administrative reform; practicing thrift and combating waste, contributing to the successful implementation of the province's key tasks. The units within the Bloc focus on identifying and nurturing exemplary collectives and individuals, and good deeds; promptly rewarding organizations and individuals with outstanding achievements.

The emulation movement to implement economic development tasks, agricultural production, disaster prevention and control, search and rescue, and new rural construction has been carried out effectively. Emulation in industrial and construction production has shown positive progress. Industrial production value in the first six months of the year reached VND 50,985.5 billion, an increase of 5.8% compared to the same period last year. The emulation movement in the fields of finance, credit, trade, and services has been implemented according to the province's directives.

Total state budget revenue in the area during the first six months of 2023 reached VND 7,476.9 billion. Trade and service activities were vibrant and achieved high growth rates.

Tourism continues to recover and develop strongly, with the quality of tourism services constantly improving. In the first six months of the year, the province welcomed 4.53 million visitors, reaching 84.7% of the plan. The emulation movement to attract investment and develop businesses has been intensified. The province's PCI index in 2022 improved both in score and ranking, placing it 44th out of 63 provinces and cities, an increase of 14 places compared to 2022.

The emulation movement in poverty reduction, job creation, and social security has been strengthened by districts and cities through increased guidance and leadership. Emulation in cultural, sports, information, broadcasting, and television activities has seen significant progress. The work of building a cultured and civilized lifestyle at the grassroots level has been intensified; the "All People Unite to Build a Cultured Life" movement continues to be implemented, contributing to the creation of a healthy cultural environment.

The emulation movement in the Education and Training sector has been intensified. The emulation movement in government building, commendation and reward, justice, ethnic affairs, administrative reform, citizen reception, handling complaints and denunciations, and anti-corruption efforts has been well implemented by units within the sector.

Administrative reform has received focused guidance and attention, improving the efficiency of state administrative agencies at all levels, strengthening inspection and supervision of administrative reform, and maintaining administrative discipline and order. The focus has been on reforming administrative procedures in conjunction with digital transformation, following the principle of "putting people at the center, reform playing a leading role, and technology supporting and driving progress." As a result, the province's administrative reform indicators are among the highest in the country: Ninh Binh province's Public Administration Reform Index (PAR Index) in 2022 reached 86.64%, ranking 17th out of 63 provinces and cities nationwide, an increase of 3 positions compared to 2021; the Provincial Public Administration and Governance Performance Index (PAPI) reached 43.16 points, placing it in the top 20 leading provinces and cities nationwide.

At the conference, units within the Emulation Bloc exchanged and discussed results, advantages, difficulties, and shared best practices in implementing emulation and reward tasks. They also agreed on the plan and criteria for scoring emulation achievements; the tasks for the last six months of the year are: To continue to promote the dissemination and understanding of the Party's guidelines and policies, the State's laws and regulations, and President Ho Chi Minh's thoughts on patriotic emulation to the broad masses of the people.

Regularly and continuously launch emulation movements to develop the economy and effectively implement the agricultural sector restructuring plan towards increasing value and sustainable development.

Effectively implement the agricultural restructuring program towards commodity production. Promote the development of industry, handicrafts, trade, tourism, and services in accordance with the potential and advantages of each locality. Strengthen the management of state budget revenue collection, linking exploitation with nurturing revenue sources. Strengthen state management in tourism, festivals, beliefs, and religions, ensuring a sustainable tourism development environment.

Strengthening political security, religious security, and social order and safety. Focusing on accelerating administrative reform and improving the quality of public service delivery by officials and civil servants; developing e-government towards digital government, digital economy, and digital society; improving the quality and efficiency of providing and using online public services…
