Unlocking resources and promoting the implementation of strategic projects

According to the report of the Department of Finance, the Cu Lao Mai Nha Luxury Resort Project has completed most of the procedures, only waiting for the construction permit. This is one of the projects to develop eco-tourism - luxury resorts, exploiting the advantages of the sea and islands in the eastern region of the province. When completed, Cu Lao Mai Nha will become a unique destination, contributing to the creation of the Dak Lak sea tourism brand. The province is considering adjusting the project schedule to create conditions for investors to start construction soon.

Along with the tourism sector, industry is also making significant strides. After the Provincial People's Council passed Resolution No. 34/NQ-HDND dated September 15 on changing the purpose of forest use, the investor of the Hoa Tam Industrial Park Infrastructure Construction and Business Investment Project - Phase 1 hired a consulting unit to prepare a series of documents: environmental impact assessment, feasibility study report, basic design, fire prevention and fighting plan. At the same time, coordinate with the locality to review 273 hectares of land that have been compensated and cleared to prepare land lease documents. The investor representative, Mr. Hoang Quang Viet, member of the Board of Directors of Hoa Phat Group, General Director of Hoa Phat Real Estate Corporation, said: "We are committed to closely coordinating with departments, branches and local authorities to complete the documents, ensuring the construction starts on schedule. This is not only an industrial project but also a project to create jobs, promote urbanization and develop the surrounding area."

The KCP Phu Yen Biomass Power Plant Project and the Son Hoa Sugar Factory Capacity Increase Project to 15,000 tons of sugarcane per day officially started on September 26. The project is being implemented to prepare a feasibility study report and technical design, expected to be submitted for appraisal in the fourth quarter of this year. Vice Chairman of the Provincial People's Committee Dao My affirmed: Increasing the capacity of the factories not only demonstrates the strategic vision of the enterprise but also opens up many sustainable development opportunities for sugarcane farmers, creating more jobs and increasing income for local people. In addition, when completed, the project will contribute significantly to the renewable energy source structure of the region.

According to Mr. Tran Van Tan, Director of the Department of Finance, the province's key projects are focused on removing obstacles and guiding investors to complete legal documents according to regulations. In particular, the Bai Goc Port Construction Investment Project is considered a highlight to open the way for marine economic development for the South Central Coast and Central Highlands regions. It is expected that in October 2025, the units will complete the procedures for approving the detailed planning 1/500, agreeing on the location and technical parameters of the port (including breakwaters) and preparing a feasibility study report.

Along with that, the Phu Yen High-Tech Industrial Park Infrastructure Investment and Business Project is in the process of completing procedures for converting forest land use purposes, approving 1/2,000 and 1/500 planning, preparing feasibility reports and basic designs. When implemented, this will be a model industrial park applying green technology, attracting high-tech, clean energy and precision mechanical enterprises. These large-scale industrial projects will create a complete production - service - logistics network, contributing to realizing the goal of making Dak Lak the center of energy industry and agricultural processing in the Central Highlands.

Before the arrangement of provincial administrative units, the two provinces of Phu Yen and Dak Lak (old) approved a list of key projects to attract investment, with a total list of 106 projects. To be consistent with the new development orientation and space of the province, the Department of Finance has issued a document requesting departments, branches, People's Committees of communes and wards, Phu Yen Economic Zone Management Board, Dak Lak Industrial Zones and Clusters Management Board to review and develop a list of projects to attract investment in the period of 2026 - 2030 of Dak Lak province to be synchronous and suitable to the actual situation. Reviewing and updating the list of key projects helps localities to more clearly define the development space, avoid overlapping planning, and at the same time create favorable conditions for investors to access and choose projects that suit their capacity.

Comrade Huynh Lu Tan, Member of the Provincial Party Standing Committee, Head of the Phu Yen Economic Zone Management Board, said: “To create the best conditions for investors to implement projects, the board has proactively reviewed and cut many procedures, strongly applied digital technology in receiving and processing documents, ensuring that investment procedures are carried out quickly, publicly and in accordance with regulations. At the same time, we closely coordinate with departments, branches and localities to participate in investment promotion programs; guide and support investors throughout the process of researching, surveying and implementing projects; organize meetings and dialogues with investors and businesses. All difficulties and problems arising are promptly received and resolved. Currently, the infrastructure in the Nam Phu Yen Economic Zone continues to be completed with a synchronous system of transportation, electricity, water, seaports and logistics, creating favorable conditions for investors to develop production and business”.

Since the beginning of the year, the Provincial People's Committee has approved investment decisions for 34 projects with a total capital of more than VND 32,500 billion. Among them are a number of large-scale projects, creating development momentum for the period 2026 - 2030 such as: Bai Goc Port Construction Investment Project, infrastructure construction and business investment projects: Hoa Tam Industrial Park - Phase 1, Phu Yen High-Tech Industrial Park...
