According to the Ho Chi Minh City People's Committee Office, preparations for the new model have been implemented systematically and scientifically to ensure the operation of the new system from July 1st. The focus is on ensuring the efficient handling of administrative procedures for citizens and businesses. The addresses and hotlines of the Provincial and Commune-level Public Administrative Service Centers have been publicly announced, ensuring easy access for citizens and businesses.

To avoid system errors, Ho Chi Minh City has published a list of 2,357 administrative procedures, including 1,625 internal processes, that have been updated on the Administrative Procedure Resolution Information System. Local-level agencies are instructed to flexibly apply the three-step process (receiving - processing - delivering results) during the transition period. In addition, the city has established a support point to promptly address any issues that arise.
The new model for the Public Administrative Service Center in Ho Chi Minh City will be implemented in a modern direction, comprising 3 facilities: the main facility at 159 Pasteur Street, Xuan Hoa Ward (expected to be operational from September 2025); Facility 2 at the Administrative Center building, Le Loi Street, Binh Duong Ward; and Facility 3 at 4 Nguyen Tat Thanh Street, Ba Ria Ward.
Specifically, citizens can choose from three methods to submit their applications: directly at the provincial/commune-level one-stop service center, online through the National Public Service Portal, or via public postal services. The delivery of results is also flexible, via in-person delivery, postal service, or electronic delivery to the individual's VNeID account.
From July 1st, citizens and businesses can: look up procedures, submit applications, and receive results through their National Public Service Portal accounts; visit any one-stop service center within the city, regardless of their previous location; and use their VNeID personal identification code to access and reuse existing documents.
A task force will be established to address issues arising from social insurance starting July 1st.
On June 29th, the Social Insurance Agency of Region XXVII (Ho Chi Minh City, Binh Duong Province, and Ba Ria - Vung Tau Province) announced the establishment of a permanent working group to direct the reception, guidance, resolution, and timely handling of any difficulties arising during the implementation of the two-tiered local government system from July 1st. Accordingly, the working group at the Social Insurance Agency of Region XXVII will directly supervise and support the reception, guidance, and resolution of documents related to social insurance, health insurance, and unemployment insurance when the two-tiered local government system is implemented in the new Ho Chi Minh City.
