At its ninth extraordinary session, the National Assembly will consider many important issues, with a very large volume of legislative work, focusing on serving the revolution in streamlining the organizational structure of the political system according to Resolution 18-NQ/TW of the Central Committee.

In addition, the National Assembly also considered and decided on many other important and urgent issues submitted by the Government, aiming to promptly remove institutional bottlenecks to further promote socio-economic development, ensure national defense and security, and issue specific mechanisms and policies to accelerate the implementation of a number of projects and works.
It is clear that the items on the agenda of this extraordinary session are all very urgent and difficult issues, but they "cannot be left undone" and "cannot be delayed" for the sake of the country's development, as directed by General Secretary To Lam.
At this session, the National Assembly will consider and approve, through expedited procedures, four draft laws and five draft resolutions serving the reorganization of the administrative apparatus; and consider and decide on several other important issues within its authority. This demonstrates a highly responsible, urgent, and decisive working spirit, and the National Assembly's commitment to meeting practical demands. The fact that the National Assembly is holding its ninth extraordinary session also profoundly reflects the spirit of immediately convening to resolve practical issues when they arise.
The agenda items present very urgent deadlines and time constraints, with many difficult and complex issues, yet high quality must still be ensured, especially for each decision made by the National Assembly. Therefore, each National Assembly representative needs to demonstrate a very high sense of responsibility at this session.
Regarding legislative work, in addition to laws related to organizational structure, the National Assembly will consider and approve the draft Law on the Promulgation of Legal Normative Documents (amended) to implement the policy of reforming the thinking on lawmaking, prioritizing efficiency as the highest goal, while ensuring flexibility, conciseness, and adherence to principles in the process of promulgating legal normative documents.
With the very important issues being presented to the National Assembly for consideration and decision this time, I expect that the decisions of the National Assembly at the ninth extraordinary session will create a legal framework and an important prerequisite for new developments of the country in the coming time, contributing to the successful implementation of the goals set forth in the Resolution of the 13th National Congress of the Party.

Urgent and responsible preparation for the Session.
The ninth extraordinary session can be called a session of reconstruction and renewal of the apparatus. This is because, at this session, the National Assembly will consider and pass a series of laws and resolutions on organization to create a legal basis for streamlining and reorganizing the apparatus, in the spirit of "running and queuing at the same time," thereby invigorating the state apparatus to operate at a new pace, ensuring the country's upcoming development process.

According to the plan, this session will consider and approve 4 laws and 5 resolutions serving the work of restructuring and perfecting the institutional and operational mechanisms of agencies, units, and organizations in the political system; and consider and decide on 4 other issues within its authority, including personnel matters... This requires urgent preparation and responsibility from agencies from the central to local levels.
I highly appreciate the diligent work and close, effective coordination of the National Assembly Standing Committee, the Government, the National Assembly's agencies, and the ministries and sectors over the past period. Thanks to this, despite the urgent deadlines, time pressure, and the complexity of many issues, the quality of the draft laws and resolutions has basically met the requirements and is ready to be submitted to the National Assembly for consideration at this extraordinary session.
I believe that with the amendments and additions to the laws on organization (Law on Organization of Local Government, Law on Organization of the Government, Law on Organization of the National Assembly), the structure of the State apparatus from the National Assembly to the Government, from the central to local levels… will undergo remarkable changes. Along with that, the amendment of the Law on Promulgation of Legal Normative Documents (previously 173 articles, now 72 after amendment, a reduction of 101 articles, equivalent to 58.38% of the total number of articles in the law) will allow our apparatus to operate much more flexibly and smoothly.
This session takes place as we are urgently working towards achieving the final goals of the 13th Party Congress term and setting forth the goals for the upcoming 14th Party Congress. In the context of the Central and local authorities summarizing Resolution 18-NQ/TW on restructuring the apparatus from the central to local levels, and in the context of celebrating the Party, the Lunar New Year 2025, and the 95th anniversary of the founding of the Communist Party of Vietnam, we are living through historic moments when the entire political system will be given a "new garment" befitting its ever-growing "body of Phu Dong."
In this spirit, the delegates of the Quang Binh Provincial National Assembly Delegation are seriously studying the draft laws and resolutions to ensure responsible and high-quality participation in providing feedback on the drafts, contributing to the overall success of the session.

The ninth extraordinary session has a very large workload and all of it includes important issues such as legislation, decisions on important national matters, and personnel matters.

In this context, legislative work remains the focus, with amendments to a series of laws related to organizational structures from the central to local levels, such as the Law on the Organization of the National Assembly, the Law on the Organization of the Government, the Law on the Organization of Local Governments, the Law on the Promulgation of Legal Normative Documents, and related resolutions. To reorganize the apparatus towards a "lean, efficient, strong, effective, and efficient" structure, as directed by General Secretary To Lam, we must begin with the legislative stage, meaning we must amend relevant regulations that are no longer appropriate at this point.
Along with restructuring the organizational apparatus of some agencies, it is also crucial to revise and improve the process of issuing legal normative documents, as this work is closely related to the activities of the National Assembly as well as elected bodies at the local level. The draft laws submitted to the National Assembly this time also demonstrate innovation in the thinking behind lawmaking, meeting the development requirements of the country.
To prepare for the session, despite the limited time available, the Government, ministries, localities, and agencies of the National Assembly have been extremely active, urgent, and decisive, especially in the preparation phase to reorganize the organizational structure; working day and night, including weekends and holidays, clearly demonstrating the spirit of "running while queuing." At this point, I believe that the preparations for the session have been basically completed, ensuring thoroughness in terms of infrastructure, technical facilities, security, safety, protocol, and ceremonial arrangements.
Given the urgent and important nature of this Session, I am confident that, with thorough preparation and a ready mindset, immediately after the laws and resolutions are passed by the National Assembly, the agencies, ministries, and sectors subject to restructuring and related tasks will operate effectively and smoothly.
