Speaking at the conference, Associate Professor Dr. Tran Cao Vinh - Vice President of Ho Chi Minh City National University - affirmed that the Ho Chi Minh City National University's 2025 competency assessment exam continues to affirm its role as an important pillar in the enrollment strategy of Ho Chi Minh City National University, and is an enrollment method trusted and accepted by society.
In terms of expertise, the exam structure has been adjusted to be more suitable with the 2018 general education program, enhancing the assessment of thinking ability, analysis, synthesis and problem-solving ability.
The " scientific thinking" section is designed with a new approach, focusing on placing candidates in real-life situations, thereby measuring reasoning ability and encouraging critical and creative thinking.
In 2026, Ho Chi Minh City National University will continue to organize the competency assessment exam with two rounds of exams before the high school graduation exam, and at the same time expand the exam locations to create the most favorable conditions for candidates.
"Ho Chi Minh City National University and the coordinating units in the capacity assessment examination council continue to perfect the examination organization process and regulations; strengthen supervision and fraud prevention; strongly apply technology in exam supervision and grading to improve accuracy and transparency.
The goal is that each exam must be safe, serious, transparent, and at the same time friendly, providing maximum support to candidates and helping training institutions select suitable, quality candidates," Mr. Vinh emphasized.

Dr. Nguyen Quoc Chinh - Director of the Center for Testing and Assessment of Training Quality of Ho Chi Minh City National University - added that the 2026 Ho Chi Minh City National University's capacity assessment exam will be organized in the form of objective multiple-choice tests on paper, keeping the current exam structure intact, to ensure stability, continuity and comparison of results between years.
"The exam is expected to be held in two phases, taking place before the high school graduation exam and simultaneously in many similar localities in 2025, creating favorable conditions for candidates to participate.
The exam structure will be kept stable, the content of the exam questions will continue to be improved and perfected towards international standards, ensuring reliability and high classification ability," Mr. Chinh shared.

Key milestones for organizing the 2026 Ho Chi Minh City National University's competency assessment exam
The 2026 Ho Chi Minh City National University Competency Assessment Exam will continue to be held at the same locations as in 2025, specifically in 15 provinces/cities (according to the provincial administrative units after the merger) including: Ho Chi Minh City, Hue, Da Nang, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Dong Thap, Vinh Long, An Giang , Can Tho and Ca Mau.
According to Mr. Chinh, the Center for Testing and Assessment of Training Quality of Ho Chi Minh City National University will closely coordinate with the units participating in organizing the exam, increase exchanges, guidance and supervision to ensure that the staff participating in the organization properly implement the regulations and procedures of the exam, minimize errors and prevent the recurrence of violations that have occurred.
At the same time, the center will review, supplement and perfect the system of regulations, processes, documents and forms related to the organization of the Ho Chi Minh City National University's competency assessment exam.
