Through meetings with constituents, the Ho Chi Minh City People's Council representatives have observed that the people are eagerly awaiting the resolution to replace Resolution 54. People hope that the new resolution will address a number of current grievances. For this resolution to be implemented effectively and transparently, public oversight is crucial. This means that citizens should participate in providing feedback to help the Ho Chi Minh City government implement policies. With the people's input and support, the city's leaders will be less hesitant in implementation, fostering a spirit of boldness, responsibility, innovation, and accountability. If everything is done openly and transparently, there will be no need to be afraid to provide explanations.
A prime example of increased proactiveness in Ho Chi Minh City is the preparation for the implementation of the Ring Road 3 project. When procedures are carried out quickly and with autonomy, the disbursement of public investment capital is accelerated, allowing the project to commence on schedule. This also creates momentum for Ho Chi Minh City to boldly undertake important, key projects with a long-term vision, such as metro lines and other projects. Projects with a long-term vision will see positive changes, receive systematic investment, and ensure sustainable and long-term development for Ho Chi Minh City. In addition, the resolution also outlines many policies to protect the environment. These policies need to be strongly promoted in the coming time.

The whole country is looking towards Ho Chi Minh City, hoping that the city will effectively implement the policies and mechanisms outlined in the new resolution recently passed by the National Assembly ; anticipating the city's breakthrough development that will make a significant contribution to the region and the entire country. To achieve this, the city must prepare thoroughly to implement the resolution quickly and effectively.
During the pilot implementation of the special mechanisms and policies under Resolution 54, the city achieved some results, but not as many as desired. Therefore, the city needs to carefully evaluate what has been achieved and what has not been done in order to make adjustments; especially in improving the policy implementation capacity of officials and civil servants, and the supervisory capacity of city People's Council representatives and relevant agencies in implementing the resolution.
The city, chosen as a pilot site for new mechanisms and policies, and as a pioneer, must make a great effort, strive harder, and strengthen supervision; at the same time, it must focus intensely on preparing for the implementation of the new resolution, and resolutely follow up with central agencies and the Government to ensure the early issuance of decrees and circulars guiding its implementation. Hopefully, the city will do better in the future, make greater efforts, and live up to its reputation as a leading city.

The specific mechanisms and policies for the development of Ho Chi Minh City that the city has been pursuing and proposing over the past period have been approved by the National Assembly. From the perspective of the people, we expect that with such new and groundbreaking mechanisms and policies, the city's transportation infrastructure will truly improve in a way that is more open, convenient, and useful; the poor will have access to social housing, and public works serving the people will be implemented and put into use soon. However, the immediate challenge is how to effectively implement mechanisms and policies, and the most important factor is the human element and the implementation capacity of the staff and civil servants.
In my opinion, Ho Chi Minh City needs a team of officials and civil servants with high professional knowledge, enthusiasm, and a willingness to sacrifice themselves, to think outside the box and act for the common good; especially, emphasizing the personal responsibility of the head of the government.
From the media, I learned that in recent years, Ho Chi Minh City has strongly focused on training, developing, and improving the quality of its officials and civil servants, especially leaders and managers, to meet the demands of the new situation. This shows that Ho Chi Minh City has made thorough preparations not only in terms of implementation plans at each locality and unit but also in terms of the quality of its officials. The remaining issue is how to implement and disseminate the resolution so that each official and civil servant fully understands its spirit, absorbs it, and implements it effectively.
In addition, Ho Chi Minh City needs to effectively apply Conclusion 14 of the Politburo to establish regulations that protect officials and civil servants who dare to think and act. It should continue to have mechanisms to attract talented people for the common good.
