
The boost from ODA funding.
This project is funded by ODA worth over 4.7 billion Yen (equivalent to 829 billion VND) from the Japanese Government and is considered a significant boost, focusing on key areas such as transportation, irrigation, and a flower trading center. This is also the most preferential loan ever, demonstrating a strong commitment from the governments of both Vietnam and Japan, as the project allows for rapid and direct disbursement into the state budget.
The project to improve agricultural infrastructure in Lam Dong province (phase 1), managed by Project Management Board No. 1, has been and is being implemented in Da Lat, Duc Trong, Lac Duong, Don Duong, and the former Lam Ha district. The project comprises 15 sub-projects aimed at improving transportation and irrigation infrastructure, creating a foundation for the strong and breakthrough development of Lam Dong's agriculture. Furthermore, the project contributes to realizing two important strategic goals of the province: building Lam Dong into the number one brand in Vietnam for vegetables and flowers, and becoming the number one vegetable production cluster in Southeast Asia.
To date, this project has been actively promoted by the Provincial People's Committee and has initially achieved noteworthy results. According to the report of the Project Management Board for Investment and Construction No. 1, the allocated capital for 2025 is 48.7 billion VND, of which ODA capital is 18.7 billion VND. Currently, nearly 16 billion VND has been disbursed, reaching a rate of 32.8%.
The project has now completed the land-use conversion process for the forest area. According to the report from Project Management Board No. 1, the unit is coordinating to complete the procedures for converting approximately 4.8 hectares of rice land, expected to be completed in the fourth quarter of 2025. Compensation and land clearance work is also being expedited by the province, expected to be completed in the fourth quarter of 2025.
According to the plan, from September 2025 to November 2025, the design drawings and cost estimates for the sub-projects are expected to be completed and submitted for appraisal. Contractor selection and commencement of construction for the packages will take place from Q4 2025 to Q1 2026. The Board anticipates disbursing all allocated funds within the year, including VND 30 billion from the provincial budget and VND 24.5 billion from ODA (after additional funding).
Dalat Flower Trading Center - a special highlight
Among the 15 sub-projects, the Da Lat Flower Trading Center is considered a prominent highlight, promising to become a commercial hub connecting local agricultural products with domestic and international markets. The center is being built in a prime location, right at the end of the Mimosa Pass, near key vegetable and flower growing areas of the province. Infrastructure construction items within the Da Lat Flower Trading Center area include: 3 parking lots (over 6,310 m² ); internal roads; a main mountain road (level IV); reinforcement of the main stream (over 240 m); and reinforcement of the secondary stream (nearly 273 m).
The agricultural infrastructure improvement project in Lam Dong is not just a purely economic project, but also a symbol of friendly cooperation between Vietnam and Japan. The project is expected to bring positive changes to the local agricultural sector, improve people's lives, and contribute to the socio-economic development of the province.
However, the project still faces many challenges, and achieving the set goals requires close coordination between all levels and sectors, the consensus of the people, and the continuous efforts of the investor and contractor to complete the project on schedule.
In July 2023, the Japan International Cooperation Agency (JICA) signed an ODA loan agreement with the Vietnamese Government worth VND 10,672 billion to implement key projects. This included a loan of VND 829 billion for the project to improve agricultural development infrastructure in Lam Dong province (phase 1).
