The Police Investigation Agency ( Ministry of Public Security ) has clarified irregularities in the investment and implementation of the Ban Mong water reservoir project in Nghe An province (invested by the Investment and Construction Management Board 4 - Board 4 under the Ministry of Agriculture and Rural Development), which resulted in delays, multiple adjustments to the total investment, and significant waste of state budget funds.

Based on the results of the investigation and the collection of documents and evidence, on October 31, 2024, the investigating agency initiated a criminal case for "Violation of accounting regulations causing serious consequences" and "Violation of bidding regulations causing serious consequences" occurring at Department 4 - Ministry of Agriculture and Rural Development, Hoang Dan Investment and Construction Co., Ltd. (Hoang Dan Company) and related units; at the same time, it prosecuted and applied preventive measures against 8 defendants, including:

Nguyen Van Dan, Director of Hoang Dan Company, is charged with "Violating accounting regulations causing serious consequences" and "Violating bidding regulations causing serious consequences," as stipulated in Articles 221 and 222 of the Penal Code;

Hoang Xuan Thinh, former Deputy Director of Department 4; Nguyen Vinh Hoang, Head of Planning and Appraisal Department of Department 4; Duong Chi Thanh, Officer of Construction Management Department of Department 4; Vu Dinh Thinh, Deputy Director of Hoang Dan Company, are charged with "Violating regulations on bidding causing serious consequences," as stipulated in Article 222 of the Penal Code;

Vu Thi Kim Lien, Chief Accountant of Hoang Dan Company; Bui Cao Nguyen, Accountant of Hoang Dan Company; and Nguyen Van Giap, former Director of Sao Vang Company, are charged with "Violating accounting regulations causing serious consequences," as stipulated in Article 221 of the Penal Code.

After the Supreme People's Procuratorate approved the request, the investigating agency coordinated with the Supreme People's Procuratorate to serve the aforementioned procedural documents in accordance with the law.

Currently, the investigating agency is focusing its resources and expanding the investigation to clarify the violations committed by the defendants and related individuals at Hoang Dan Company, contractors, construction units, and state management agencies in order to propose handling according to the law; at the same time, investigating and verifying to thoroughly recover assets.
