According to Mr. Cuong, this regulation has two shortcomings that need to be considered. In particular, the authority to submit to the National Assembly and the People's Council for a vote of confidence contradicts the regulation assigning the submission to the National Assembly Standing Committee and the People's Council Standing Committee.

In addition, the timing of the vote of confidence is currently regulated in an arbitrary manner, that is, at that session or the nearest session. As this regulation states, the timing of the vote of confidence can be 4-5 months apart. This approach does not create unity or equality among those with low confidence votes from 50% to 2/3. Therefore, he proposed to regulate only one voting time at that session.

If we add up the two votes of confidence and the vote of no confidence, it will take about 8-10 months before we dismiss him. "Doing so can lead to very harmful consequences for state management as well as public opinion when this information is made public in the media," Mr. Cuong added.

Delegate Mai Thi Phuong Hoa ( Nam Dinh delegation) proposed to add a regulation that the head and collective leadership of the agency or unit must take responsibility in case of abuse of the vote of confidence and vote of no confidence, causing internal disunity. At the same time, in organizing the implementation, it is necessary to do a good job of grasping the situation and ideological work to prevent this from early and far away.

This is to avoid taking advantage of personal violations of relatives to reduce their prestige in holding assigned positions.

Explaining later, Head of the Delegation Affairs Committee Nguyen Thi Thanh stated that the vote of confidence is conducted once in the third year of the term. For this term, the National Assembly will conduct a vote of confidence at the 6th session in October. Ms. Thanh stated that, comparing with Regulation No. 96, summarizing the practice, it shows that the regulation on the timing of the vote of confidence is reasonable.
