In some deeply flooded areas of Hoi An ward, Dien Ban district, Lieutenant General Le Ngoc Hai inquired about the living conditions of the people; at the same time, he requested the City Military Command to coordinate closely with other forces, organize a 24/7 standing force at critical points; deploy mobile rescue vehicles, and be ready to promptly evacuate and assist people when needed.
Lieutenant General Le Ngoc Hai emphasized that the highest priority in flood response efforts must be ensuring the safety of people's lives and property. Main units and militia forces need to stay close to their assigned areas, maintain uninterrupted communication, and review areas at risk of landslides or prolonged deep flooding.
Officers and soldiers of the city's armed forces must uphold a high sense of responsibility, overcome difficulties, and become a pillar of support so that the people can confidently weather the floods.

Next, the delegation from Military Region 5 visited and provided food supplies, including drinking water, rice, dried rations, and bread, to 1,400 patients and their family members receiving treatment at Dien Ban General Hospital.
* On October 28th, Colonel Nguyen Van Hoa, Deputy Chief of Staff of Military Region 5, visited and encouraged Mr. Ho Van Linh, Commander of the Military Command of Tra Leng commune, whose house collapsed in the landslide that occurred in the commune early that morning.

Previously, a landslide in Hamlet 1 (Tra Leng Commune) in the early morning of October 28th completely buried two houses, including the house of Mr. Ho Van Linh. At that time, Mr. Linh was participating in disaster prevention and control duties in the commune.
Colonel Nguyen Van Hoa encouraged and commended the sense of responsibility and silent sacrifice of the officers, soldiers, and local forces, including Mr. Ho Van Linh.
On behalf of the 5th Military Region Command, Colonel Nguyen Van Hoa presented an initial support payment of 5 million VND to the family of Mr. Ho Van Linh.

According to Chau Minh Nghia, Chairman of the People's Committee of Tra Leng commune, the entire commune has 40 landslide points, isolating hamlets 4, 5, 6, and 7; many areas in hamlet 7 are without electricity and communication signal.
Local authorities mobilized forces and equipment to clear 16 landslide sites. As of noon on October 28, Tra Leng had 5 houses completely buried under mud and rocks in Hamlet 1 and Ong Vuong peak (Hamlet 3).
