In a solemn and respectful atmosphere, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented a speech commemorating the 1,100th anniversary of the birth of Emperor Dinh Tien Hoang and opening the Hoa Lu Festival in 2024.
The speech affirms: The old history records: Dinh Bo Linh was born in the year Giap Than (924) in Dai Huu village, Dai Hoang district, now Gia Phuong commune, Gia Vien district, Ninh Binh province. His father was the Governor of Chau Hoan, Dinh Cong Tru, from Dai Huu village; his mother was Dam Thi.
His father died young, and Dinh Bo Linh returned to his hometown with his mother, relying on his uncle for support. Born into a family of high-ranking officials and regularly trained in military strategy and martial arts, Dinh Bo Linh displayed intelligence and talent from a young age. He was respected as a leader by his fellow buffalo herders, using reeds as flags to divide troops for battle, demonstrating his spirit and talent from an early age. He was sworn brothers with his friends and peers such as Dinh Dien, Nguyen Bac, Luu Co, and Trinh Tu, who recognized him as their leader.
In 944, after Ngo Quyen's death, the court was in turmoil, society was in chaos, and local chieftains and leaders rose up, seizing power and claiming dominance. The country was plunged into tragedy, a period known in history as the Rebellion of the Twelve Warlords. Driven by heroic ambition and raising the banner of righteousness, Dinh Bo Linh rose to shoulder the responsibility of unifying the nation. With his courage and strategic brilliance, he gained the support of people from all regions, his power and influence growing ever stronger. He achieved resounding victories, earning him the title of Van Thang Vuong (King of Ten Thousand Victories), and subsequently completed his mission of suppressing and subduing the Twelve Warlords.
In 968, Dinh Bo Linh ascended the throne as Emperor Dai Thang Minh Hoang De, naming the country Dai Co Viet, adopting the reign name Thai Binh , and establishing Hoa Lu as the capital. This marked the beginning of national legitimacy, ushering in a new era, unifying the country, reviving the nation, elevating the country's status, and further consolidating the national independence and self-reliance that the Khuc and Ngo dynasties had previously achieved after a thousand years of Chinese rule.
Immediately after ascending the throne, Emperor Dinh Tien Hoang established a state apparatus from the central to local levels; built palaces and ceremonial institutions; implemented a military system of "military service combined with agriculture"; divided the country into 10 provinces, appointing talented and virtuous people to govern them; pursued an independent foreign policy; focused on developing agriculture and handicrafts; built a distinctive culture; and issued the "Thai Binh Hung Bao" coin - the first metal coin of Vietnam, affirming the mark of an independent financial system in its early stages.
This strongly affirmed national independence, national status, self-respect, self-reliance, self-strength, and the will for national revival, creating a solid foundation for establishing Thang Long - Hanoi as the capital and promoting the formation of Dai Viet civilization.
After the king's death, the courtiers honored him as the First Emperor. Continuing the glorious legacy of Emperor Dinh Tien Hoang, the Early Le Dynasty, and then the Ly Dynasty, led the army and people of the entire country in firmly defending national independence, expanding the territory, and building Dai Co Viet into a prosperous nation, rising strongly in the regional power structure at that time.
The life and career of Emperor Dinh Tien Hoang are inextricably linked to the process of unifying the country, forming the first centralized feudal state in the nation's history, giving birth to the national name Dai Co Viet, and strongly affirming the will for national revival based on independence, self-reliance, and self-strength. The great historical stature, the aspiration for independence, unification, and building a powerful nation of Emperor Dinh Tien Hoang, associated with the national name Dai Co Viet and the role and position of the capital Hoa Lu, have become invaluable assets of our nation and our people.
In gratitude for his meritorious deeds, the people and the state institutions of various periods have erected a temple in his honor at the site of the former palace, and annually organize the Hoa Lu Festival – a major festival, celebrated as a solemn ceremony. To this day, it remains a unique and distinctive cultural and spiritual activity of the people of Ninh Binh Ancient Capital, a meeting place for people and domestic and international tourists, a place to express reverence to the ancestors and heroes who contributed to the founding and preservation of the nation, and was recognized as a National Intangible Cultural Heritage in 2014.
The Party Committee, Government, and people of Ninh Binh province always cherish, preserve, and promote the beautiful values of the Hoa Lu Festival, as if preserving the sacred soul of the thousand-year-old ancient capital, so that the great achievements of Emperor Dinh Tien Hoang will live on forever in time and on the land of Vietnam.
Proud of the land that gave birth to the national hero Emperor Dinh Tien Hoang, with the will and aspiration to rise up, in recent years, the Party Committee, Government and people of Ninh Binh province have always been united, proactive, creative, promoting the glorious traditions of their ancestors and the potential and advantages, especially the fine traditional values of the people and the land of the ancient capital, overcoming all difficulties and challenges, achieving important and comprehensive achievements in all fields.
The economy has consistently experienced high growth, with industry, construction, and services accounting for 90% of the province's GRDP. Since 2022, it has become a province with a self-sufficient budget, ranking 12th out of 63 provinces and cities nationwide in per capita income; and its indicators on digital transformation, innovation, and administrative reform are all among the top 15 localities. With its thriving tourism and service sector, Ninh Binh consistently ranks among the top 15 destinations in the world and the top 10 provinces with the highest number of visitors nationwide.
Culture and society are developing comprehensively; social security is ensured. International integration is becoming increasingly deep. Local defense and military capabilities are strengthened; political security and social order are guaranteed.
The work of building and rectifying the Party and the political system has been carried out comprehensively, synchronously, and effectively. Ninh Binh province's position has been enhanced, making it an attractive destination for tourists and investors.
Ninh Binh province continues to steadfastly and intensely focus on implementing the strategic goals and tasks according to the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister. It is determined to strive to build and develop Ninh Binh province so that by 2030 it will basically meet the criteria and by 2035 it will become a centrally-governed city with the characteristics of a millennium heritage city and a creative city; worthy of the historical significance and special value of the ancient capital of Hoa Lu, the outstanding global value of the Trang An Scenic Landscape Complex World Cultural and Natural Heritage Site, a strategic area for national defense and security, and a crucial link connecting the North Central region with the Red River Delta, and the Northwest region with the southern part of the Gulf of Tonkin coastal economic corridor.
The 1,100th anniversary of the birth of Emperor Dinh Tien Hoang and the opening of Hoa Lu Festival in 2024 is an opportunity to educate the tradition of patriotism, good cultural values, the will of independence, autonomy, unity and the desire for peace of our nation; to express respect and deep gratitude for the great contributions of Emperor Dinh Tien Hoang and our predecessors; to deepen the historical stature, special value, and great role of the Dinh Dynasty, the Early Le Dynasty, the Dai Co Viet State and the ancient capital Hoa Lu - Ninh Binh in the historical process of the nation; at the same time, to honor the lasting values and strong vitality of the intangible cultural heritage of Hoa Lu Festival; to promote the responsibility of preserving and promoting historical and cultural traditions for Party committees, authorities and people at all levels, serving socio-economic development, building a prosperous homeland and country, and happy people.
At the ceremony, Comrade Doan Minh Huan, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, beat the drum to officially open the festival.

The art performances by famous, professional singers and artists, with modern sound and lighting systems and Drone Light performances, highlighted the original sounds, the mission of the Imperial Capital, the career of defeating and conquering 12 warlords, unifying the country, and establishing the Dai Co Viet State. At the same time, it highlighted the strong development of the historic ancient capital in the new day, the captivating nature, the friendly people who are constantly changing their appearance, breaking through... The breath of modern life combined with cultural and historical values has painted a colorful picture of Ninh Binh, contributing to spreading the cultural values, historical relics, and scenic spots of Ninh Binh to the masses and tourists from all over the world.
Immediately following the commemorative program was a low-altitude fireworks display. This served to boost morale, create an atmosphere of enthusiasm, and foster unity among cadres, Party members, the armed forces, and all sectors of the people of Ninh Binh province, in order to continue building a more civilized, prosperous, and beautiful homeland and country.
