Lieutenant Colonel Tao Quang Trung, Deputy Chief of Staff of the Thanh Hoa Provincial Military Command, who directly commanded the scene, said: "The dike is saturated with water, the strong current combined with the waves have caused many sections to collapse seriously. The tropical depression is forecast to strengthen into storm No. 6, widespread heavy rain, and floods from upstream will be very dangerous if not handled promptly."
