Attending the rehearsal were commanders of a number of agencies and units under the Ministry of National Defense , the General Department of Politics of the Vietnam People's Army, and the General Staff of the Vietnam People's Army.

Senior Lieutenant General Le Quang Minh and delegates inspected the display of works and products of the Army youth serving the congress.

At the rehearsal, Senior Lieutenant General Le Quang Minh and the delegates directly inspected the decoration and outdoor display in front of the hall; the preparation of the hall. Next, they monitored and approved the art program serving the congress and the first session program, the solemn session program of the 11th Congress of the Ho Chi Minh Communist Youth Union of the Army (2025-2030).

Regarding the display and decoration work for the congress, during the inspection process, Senior Lieutenant General Le Quang Minh directly directed and requested relevant agencies and units to adjust and supplement, ensuring that the display content creates a special impression, introduces outstanding products and works, demonstrates the creativity and contributions of the entire army's youth in scientific research, technical innovation initiatives, improves the quality of professional work, and builds increasingly developed and modern agencies and units.  

Senior Lieutenant General Le Quang Minh gave directions and concluded many important contents at the rehearsal.

Through monitoring the rehearsal program, especially the main contents of the first session and the solemn session, along with comments from representatives of agencies and units, Senior Lieutenant General Le Quang Minh pointed out a number of points that need to be adjusted, such as the use of illustrative images in the performances needs to be more representative, more topical, balanced, harmonious, and appropriate between agencies, units, groups, and individuals. The performances need to create more highlights, highlighting the spirit and vanguard of the Army's youth.  

Representatives of functional agencies spoke and contributed many valuable opinions at the rehearsal.

Senior Lieutenant General Le Quang Minh directed to adjust some contents in the decoration section and the content of the speeches at the congress; required the speeches to comply with the prescribed time. The speeches must be concise and succinct, highlighting achievements, results, lessons learned, and proposing measures and solutions to contribute to improving the quality and effectiveness of the youth union and youth movement activities in the Army in the coming time. Along with that, the opinions must be specifically linked to the experiences, individual ways of doing things, and characteristics of the agency or unit; the illustrative images must be typical, impressive, and appropriate.

Senior Lieutenant General Le Quang Minh directed the Military Youth Committee and assigned agencies and units to seriously absorb the delegates' comments; quickly adjust and supplement the content, complete the preparation work, and ensure that the congress takes place according to the set program and plan, and is a great success.
