Reasons for car registration fees increasing to 20 million VND in some localities

(Dan Tri) - The first registration fee for cars with less than 9 seats for residents of Binh Duong and Ba Ria - Vung Tau provinces (before the change of boundaries) increased from 1 million to 20 million VND due to the merger with Ho Chi Minh City from July 1.

The Ministry of Finance issued Circular No. 71/2025 amending and supplementing a number of articles of the circulars of the Minister of Finance regulating fees and charges. This Circular takes effect from July 1.

Circular 71 re-regulates the administrative zoning of areas applying to the fee collection levels for vehicle registration and license plates.

Region I includes Hanoi and Ho Chi Minh City, including all communes and wards under the city (regardless of inner city or suburbs), except for special zones under provincial level.

Region II includes provincial-level special zones in Region I and other centrally run provinces and cities outside Region I.

According to the new administrative boundaries, the fee for issuing vehicle registration certificates and license plates has been changed. For passenger cars with 9 seats or less (including pickup trucks) in area I, the fee is 20 million VND and in area II, the fee is 200,000 VND.

Thus, from July 1, people in Binh Duong and Ba Ria - Vung Tau (old), after administrative merger with Ho Chi Minh City, will pay the first-time car registration fee at the new rate of 20 million VND. Con Dao Special Zone does not apply this rate because it is classified in Zone II.

Also according to Circular No. 71/2025, organizations and individuals with headquarters or residence in any area must pay fees for vehicle registration certificates and license plates according to the prescribed fee rates corresponding to that area.

Organizations and individuals winning the auction for vehicle license plates shall pay the fee for issuance of registration certificates and vehicle license plates according to the fee collection rate of the area where the organization or individual chooses to register and issue the auctioned vehicle license plates according to the provisions of law on registration and motor vehicle license plates.
