The goal of reducing the poverty rate by 1-1.5%/year and helping 100% of poor communes escape poverty is feasible.

At the discussion session on investment policies for the National Target Program on New Rural Areas and Sustainable Poverty Reduction by 2035, National Assembly deputies made many practical recommendations, focusing on developing specific policies for poor households without the ability to work and ensuring resources to effectively implement the program.

With the goal of striving to have 100% of poor communes nationwide escape poverty by 2030, ethnic minority and mountainous areas basically no longer have particularly difficult communes and villages, the National Target Program on new rural areas and sustainable poverty reduction is receiving special attention from National Assembly deputies.

Need separate policies for groups that cannot escape poverty

Delegate Huynh Thi Anh Suong, National Assembly Delegation of Quang Ngai province, emphasized the importance of developing specific policies for poor households that are unable to work. According to Delegate Huynh Thi Anh Suong, currently the rate of poor households belonging to the elderly, disabled, chronically ill, and homeless groups accounts for about 25-30% of the total number of poor households in mountainous provinces.

"This is a group that cannot escape poverty even with increased livelihood support. Including this group in the social protection group will be in line with the poverty reduction goal, reflecting the reality, while ensuring that people who are unable to work enjoy appropriate social security policies and are more stable in the long term," said delegate Huynh Thi Anh Suong.

Supporting the above viewpoint, delegate Pham Van Hoa, National Assembly Delegation of Dong Thap province, proposed to separate the poor households, near-poor households and social protection households. He emphasized: "We cannot generalize. For social protection households, these households cannot escape poverty, so we must separate the scope for these subjects to reduce the number of poor households."

Also according to delegate Huynh Thi Anh Suong, it is necessary to study and promulgate a set of national criteria for new rural areas at all levels for the 2026-2035 period and regulations on national multidimensional poverty standards for the 2026-2035 period, in order to create stability throughout the entire 10-year period.

“The unified issuance for the 2026-2035 period will help provinces and cities be proactive in reviewing, evaluating, planning, allocating resources and organizing program implementation, avoiding major adjustments between 5-year periods,” delegate Huynh Thi Anh Suong proposed.

Delegate Sy Huan, National Assembly Delegation of Thai Nguyen province pointed out the fact that the core poor areas of our country are currently mainly areas where ethnic minorities live. The budget capacity of localities is often small in scale, the proportion of counterpart budget allocation is still high, not enough to shoulder the proportion of 80% as proposed in the current draft.

“I propose that it is necessary to review and clarify the ability to balance the central budget and consider adjusting the capital structure to ensure that the central budget plays a leading role in both proportion and leadership in program implementation,” delegate Sy Huan suggested.

Poverty reduction is achievable

Delegate Nang Xo Vi, National Assembly Delegation of Quang Ngai province, is particularly interested in the goal of reducing the rate of multidimensional poverty. According to Delegate Nang Xo Vi, by 2030, the rate of multidimensional poverty in the whole country needs to maintain a reduction of 1-1.5%/year, striving to reduce the rate of multidimensional poverty in ethnic minority and mountainous areas to 10%.

"This is a fundamental and core goal. We are not only aiming to escape poverty in terms of income, but also aiming to escape poverty in terms of access to basic social services such as education, health care, housing, clean water, information, and insurance," delegate Nang Xo Vi emphasized.

Delegate Nang Xo Vi also pointed out that to achieve this goal, simply supporting social security will not be enough: "The important thing is to create sustainable livelihoods, shift from support to 'giving fishing rods', expanding non-agricultural employment, developing the green economy, community tourism and commodity agriculture."

In addition, it is necessary to reduce the shortage of education and health services, ensuring that 100% of the poor in ethnic minority and mountainous areas have health insurance and access to free basic health services.

Responding to delegates' opinions, Minister of Agriculture and Environment Tran Duc Thang affirmed that the target of maintaining a reduction of the multidimensional poverty rate by 1-1.5% per year and 100% of poor communes escaping poverty was affirmed in the Resolution of the 13th National Congress of the Party and Directive No. 05 of the 13th Party Central Committee Secretariat.

According to the Minister, by the end of 2025, the multidimensional poverty rate will be around 0.9-1%, with an average decrease of over 1% per year in the 2021-2025 period. It is expected that the multidimensional poverty rate according to the new poverty standard in the 2026-2030 period will be around 9.6%.

“Thus, the above goal is consistent with the Party's policy, practical results and feasible in the country's socio-economic conditions in the 2026-2030 period,” Minister Thang affirmed./.
