With the revenue targets assigned by the Central Government and the Provincial People's Council for 2025, the Provincial People's Committee promptly issued Decision No. 3569/QD-UBND (December 8, 2024) detailing the budget estimates for agencies, units, and localities; and simultaneously issued a series of plans (Plan No. 17/KH-UBND dated January 16, 2025 and Plan No. 69/KH-UBND dated March 5, 2025), setting budget revenue targets for each quarter, six months, nine months, and the whole year.
In particular, the Provincial People's Committee has decisively directed departments and agencies to gather information and provide maximum support to businesses to boost production and business activities in accordance with actual conditions, especially in the coal, electricity, processing and manufacturing industries, services, and tourism sectors. Since the beginning of the year, in response to the difficulties and obstacles faced by the coal industry, the province has organized working sessions with TKV (Vietnam Coal Corporation) and the 19th Army Corps - Ministry of National Defense to resolve them. As a result, most of the coal industry's requests in the province have been positively addressed and resolved. Consequently, in August 2025, a series of coal mining and production projects by TKV commenced investment and construction.
Along with supporting the coal industry, the province has coordinated and supported businesses affected by tariff policies to implement market shift measures, directing production activities to new markets; and supported large-scale investment projects of Foxconn Group to produce high-value products and increase production output.
Adhering closely to the key tasks assigned by the province, the provincial departments and agencies have also strengthened revenue management, reviewing, analyzing, and evaluating revenue sources according to each sector and tax category; focusing on revenue sources with good collection progress and remaining potential, especially from the private sector and land use fees.
Mr. Pham Hong Bien, Director of the Department of Finance, said: To overcome the shortcomings in land use fee collection from previous years, this year the province is implementing comprehensive solutions to improve land use fee revenue, especially focusing on projects with large revenue sources, such as the Ocean Park project and the Ha Long Green Complex urban area.
Thanks to proactive solutions implemented, total state budget revenue for the first 8 months is estimated at 47,093 billion VND, equivalent to 111% of the 9-month target, 85% of the central government's annual budget estimate, 82% of the provincial government's annual budget estimate, and a 26% increase compared to the same period in 2024. Of this, revenue from import and export activities is estimated at 11,600 billion VND, equivalent to 88% of the 9-month target, 65% of the central government's annual budget estimate, and 65% of the provincial government's annual budget estimate. Domestic revenue is estimated at VND 35,493 billion, equivalent to 121% of the 9-month target, 94% of the central government's annual budget estimate, 90% of the provincial government's annual budget estimate, and a 44% increase compared to the same period in 2024. Notably, by the end of August 2025, land use fee revenue reached VND 10,458 billion, equivalent to 190% of the central and provincial government's annual budget estimates, of which revenue from the Ha Long Green Complex project reached approximately VND 7,000 billion.
With the revenue collected so far, the province still needs to collect approximately 10,210 billion VND more by the end of the year to reach the planned target of 57,303 billion VND. This is not an excessively large pressure given that key economic sectors are not facing significant difficulties. However, with the goal of ensuring economic growth above 14% and maximizing revenue collection to allocate resources for development investment, the Provincial People's Committee is continuing to urge and direct revenue collection agencies in the province to strengthen revenue management, review, analyze, and evaluate revenue sources by sector and tax type; focusing on revenue items with good collection progress and remaining potential to compensate for any revenue items that are not meeting targets.
At the same time, the Provincial People's Committee also continues to urge and direct departments, agencies, and localities to implement the collection of outstanding tax debts and combat tax evasion; to propagate, mobilize, guide, inspect, and audit taxpayers using electronic invoices generated from cash registers; to promptly control the use of invoices by business households to combat invoice fraud and tax evasion; to review and improve the decentralization of revenue sources and expenditure tasks between the provincial and commune levels, ensuring no tasks are overlooked and guaranteeing the autonomy and accountability of each budget level; and to focus on completing and approving land price plans for large projects, such as: the Quang Hanh high-end hot spring resort, the Sonasea Van Don Harbor - City resort complex, phase 1 in the Van Don special economic zone, and the cemetery park project in the western region of the province, formerly in Quang Yen town and Uong Bi city.
