On the afternoon of August 21st, a delegation from the Central Propaganda Department worked with the Thanh Hoa Provincial Party Committee to inspect and survey the 20-year implementation of Directive No. 42-CT/TW dated August 25, 2004, of the Central Party Secretariat on improving the overall quality of publishing activities in Thanh Hoa province.

Comrades Phan Xuan Thuy, Deputy Head of the Central Propaganda Department, and Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee, chaired the meeting.
The delegation included: Phan Xuan Thuy, Deputy Head of the Central Propaganda Department and Head of the delegation; Do Quang Dung, Standing Vice President of the Vietnam Publishers Association; Nguyen Duc Thanh, Vice President and General Secretary of the Vietnam Printing Association; and representatives from relevant ministries and agencies.
Working with the delegation were comrades: Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; Dao Xuan Yen, Member of the Standing Committee and Head of the Provincial Party Committee's Propaganda Department; Dau Thanh Tung, Provincial Party Committee Member and Vice Chairman of the Provincial People's Committee, along with representatives from relevant provincial departments and agencies, Thanh Hoa Publishing House, Thanh Hoa Provincial Library, etc.

In implementing Directive No. 42-CT/TW of the Secretariat of the Central Committee (9th term), the Standing Committee of the Provincial Party Committee directed the Provincial Propaganda Department to coordinate with the Provincial People's Committee to develop a plan for implementing the Directive; organize a conference to study, understand, and implement the Directive among key officials throughout the province; and direct district, town, and city Party committees and subordinate Party committees to disseminate the contents of the Directive to Party committees at all levels, government agencies, sectors, mass organizations, and cadres, Party members, and employees working in the publishing sector. The Provincial People's Committee approved the Development Plan for the publishing, printing, and book distribution industry in the province for the periods 2006-2015, 2016-2025, and with a vision to 2030. Simultaneously, it issued regulations on subsidies and freight support for the distribution of publications to mountainous and disadvantaged areas in the province.

The province currently has one publishing house (Thanh Hoa Publishing House) and 25 printing facilities operating in accordance with regulations. There is a postal system from the provincial level down to communes, wards, and towns; two book distribution companies; 29 People's Bookstores in districts, towns, and cities; four book supermarkets; and hundreds of private book businesses and distributors.

From 2004 to the present, 8,983 book titles have been published with 24,095,664 copies; 1,950 types of calendars have been published and distributed in collaboration with other publishers, totaling 30,891,100 copies. All publications ensure quality in both content and form, effectively meeting the needs of readers; many publications possess significant ideological and educational value, focusing on historical and cultural traditions, with content that vividly explores, introduces, and promotes the unique cultural identity of the province's ethnic groups.

Over the past 20 years, the Department of Information and Communications has issued publishing licenses for nearly 5,000 non-commercial publications, averaging 250 publications per year. The content mainly includes newsletters from agencies and units; propaganda and promotional materials serving political tasks; materials guiding research, study, and implementation of Party directives and resolutions; technical guidance on production, measures for disaster and disease prevention, and environmental protection; conference proceedings; leaflets and brochures for legal dissemination, etc. The quality of publications has improved in both content and form.

Thanh Hoa Publishing House has focused on diverse publishing topics in politics, society, history, and culture, especially topics about President Ho Chi Minh, history, culture, literature and art, and the preservation and promotion of cultural heritage values in Thanh Hoa province. Several valuable publications have won numerous national awards and have been recognized and highly appreciated by readers. Agencies and units in the province have edited, printed, and distributed many documents and publications serving the political and professional tasks of their respective sectors and localities, with hundreds of types of documents and publications each year. Some publications have large print runs, such as: internal newsletters, local history books, histories of local Party committees and units, and publications of press agencies...

During the working session, the members of the survey team highly appreciated the Thanh Hoa Provincial Party Committee's meticulous, high-quality, and scientific preparation of the report. The report highlighted good and innovative practices, as well as existing shortcomings, limitations, and obstacles from the province's publishing activities.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh expressed his sincere gratitude to the Central Propaganda Department and other ministries and agencies at the central level for their continued attention and support to Thanh Hoa province, especially in publishing. The Deputy Secretary emphasized that Thanh Hoa province has always recognized and valued publishing work and activities, considering it one of its important political tasks. Publishing products are important documents and information for understanding, exploiting, researching, and applying in learning and work.
On this occasion, Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh requested the Central Propaganda Department and relevant ministries and agencies to study a special mechanism in regulating the transformation of the operational form of Thanh Hoa Publishing House, so that Thanh Hoa Publishing House can quickly stabilize its structure and improve the quality of its operations.
Thanh Hoa province has taken into account the comments made by the members of the survey team in order to implement them more effectively in the future, and to continue improving the overall quality of publishing activities in the province.

Concluding the working session, Deputy Head of the Central Propaganda Department Phan Xuan Thuy acknowledged and praised Thanh Hoa as one of the pioneering localities in effectively implementing the content and spirit of the Directive, from research and study to synchronized and timely dissemination within Party committees at all levels. Simultaneously, it has developed plans, programs, and projects to effectively implement Directive No. 42-CT/TW of the Secretariat of the Central Committee (9th term).
The Deputy Head of the Central Propaganda Department suggested that Thanh Hoa province focus on overcoming existing shortcomings and limitations, and continue to pay more attention to publishing work. He emphasized strengthening the organization and stabilizing the Thanh Hoa Publishing House, its staff, editors, resources, and providing the necessary material and technical conditions for the publishing industry. He also stressed the importance of promoting a widespread reading culture within the community, linked to organizing book fairs and the Vietnam Book and Reading Culture Day.
Focus on training, fostering, and improving the political theory, professional skills, and expertise of staff working in the publishing industry, especially editors. Promote socialization and mobilize diverse resources to comprehensively improve the quality of publishing activities; effectively implement linkages in publishing, printing, and distribution activities between publishing houses and state agencies, private organizations, professional social organizations, and associations; encourage and create favorable conditions for economic entities to participate in printing and distribution business activities in accordance with the law.
Research and implement new publishing models suitable for the development of the modern publishing industry; implement solutions to improve the quality of publications, expand the distribution network of publications to all people, especially in mountainous and disadvantaged areas.
The delegation also noted the proposals and recommendations from Thanh Hoa province to report to the Central Party Secretariat for research, guidance, and solutions to address the issues in the future.
