Improving the effectiveness of law enforcement at sea

The Command of Coast Guard Region 3 is responsible for managing the country's sea and island areas from Binh Dinh to Tra Vinh, including Ninh Thuan. In order to effectively carry out the task of protecting sovereignty, maintaining security, order, safety of the sea, islands, and continental shelf of the Fatherland, the Command of Coast Guard Region 3 has synchronously deployed measures, thanks to which in 2023, it promptly grasped and verified more than 800 pieces of information on security and sovereignty at sea; reported dozens of cases of Vietnamese fishermen's fishing vessels engaging in illegal fishing, violating IUU, fishing vessels being chased, inspected, arrested, and having their assets confiscated by foreign forces... To contribute to removing the IUU "yellow card", the Command of Coast Guard Region 3 has coordinated with the Command of Coast Guard Region 4 to strengthen the work of preventing and combating IUU violations in the sea area bordering Vietnam - Indonesia - Thailand, achieving positive results. Detected, investigated and handled 48 cases/48 vessels with administrative violations in the field of fisheries; Detected, organized investigation and handled 2 cases/3 vessels/15 foreign fishermen violating IUU in Vietnam's waters. In the fight against smuggling and trade fraud, the unit detected, arrested, investigated and handled 25 cases/28 vehicles/83 subjects. These results contributed positively to the prevention and fight against violations and crimes in the managed waters.

Major General Ngo Binh Minh, Commander of Coast Guard Region 3, said: In the coming time, the situation in the East Sea is forecasted to have many potential complex factors. Countries in the region are increasing the mobilization of military and law enforcement ships to anchor at illegally occupied locations, using large numbers of fishing vessels to dispute fishing grounds and assert sovereignty, sending official vessels to conduct survey activities, violating Vietnam's exclusive economic zone and demanding sovereignty claims in adjacent waters and overlapping areas. In addition, the situation of foreign fishing vessels violating Vietnam's waters; Vietnamese fishing vessels violating foreign waters, illegal fishing, smuggling, and trade fraud continues to be complicated. Crimes and violations at sea are becoming more and more sophisticated... In order to successfully complete the assigned tasks, the Party Committee and Command of Coast Guard Region 3 continue to lead and direct the synchronous implementation of solutions to improve the law enforcement capacity of officers and soldiers; In particular, continue to lead well the work of grasping the situation of law violations in the managed sea area; strictly maintain the combat readiness regime; perform well the tasks of patrolling, inspecting, controlling, and enforcing the law; focus on leading, implementing and maintaining the strict regime, strengthening the professional force to grasp the situation of crime and law violations. Promote coordination and information exchange between the Regional Command and relevant agencies and units in the work of fighting, preventing and combating crime and preventing and handling violations according to the signed coordination regulations. Deploy reasonable forces, resolutely fight and effectively handle violations and crimes, ensuring safety in performing tasks.

Improve legal knowledge, combat capacity, and situation handling for officers and soldiers. Closely coordinate; promote the combined strength of forces and means operating in the sea and management areas; carry out synchronous and effective measures; at the same time, support each other in handling cases of law violations. Proactively exchange information, promptly grasp the developments of the activities of all types of subjects and means violating the law, infringing on the security and sovereignty of seas and islands to have resolute and appropriate handling measures. Carry out well the work of defense diplomacy. Strengthen international coordination and cooperation with law enforcement forces of other countries; promptly detect and exchange information related to violations by foreign vessels, agree on handling measures to ensure quick and effective handling of law violations in accordance with Vietnamese and international laws.
