To effectively fulfill the task of protecting national sovereignty and maintaining security, order, and safety of the sea, islands, and continental shelf of the Fatherland, the Command of Coast Guard Region 3 has implemented a comprehensive set of measures. As a result, in 2023, it promptly gathered and verified over 800 pieces of information of various types regarding maritime security and sovereignty; reported dozens of incidents involving Vietnamese fishing vessels engaging in illegal fishing, violating IUU regulations, and fishing vessels being pursued, inspected, seized, and having their assets confiscated by foreign forces. To contribute to lifting the IUU "yellow card," the Command of Coast Guard Region 3 coordinated with the Command of Coast Guard Region 4 to strengthen the prevention and control of IUU violations in the sea area bordering Vietnam, Indonesia, and Thailand, achieving positive results. They detected, investigated, and processed 48 cases/48 vessels with administrative violations in the fisheries sector. The unit detected, investigated, and handled 2 cases involving 3 vessels and 15 foreign fishermen violating IUU (Illegal, Unreported, and Unregulated) fishing regulations in Vietnamese waters. In the fight against smuggling and trade fraud, the unit detected, apprehended, investigated, and processed 25 cases involving 28 vessels and 83 individuals. These results have made a positive contribution to the prevention, fight against, and handling of violations and crimes in the managed waters.

Major General Ngo Binh Minh, Commander of Coast Guard Region 3, stated: In the coming period, the situation in the East Sea is expected to remain complex. Countries in the region are increasing the deployment of military and law enforcement vessels to anchor in illegally occupied positions, using a large number of fishing vessels to dispute fishing grounds and assert sovereignty, deploying official vessels to conduct surveys, infringing on Vietnam's exclusive economic zone, and making sovereignty claims in border and overlapping maritime areas. In addition, the situation of foreign fishing vessels violating Vietnamese waters; Vietnamese fishing vessels violating foreign waters, illegal fishing, smuggling, and commercial fraud continues to be complex. Crimes and violations at sea are becoming increasingly sophisticated... To successfully fulfill assigned tasks, the Party Committee and Command of Coast Guard Region 3 will continue to lead and direct the implementation of comprehensive solutions to enhance the law enforcement capacity of officers and soldiers; Specifically, the Regional Command will continue to effectively lead the monitoring of law violations in its managed maritime areas; maintain a strict combat readiness duty; effectively carry out patrol, inspection, control, and law enforcement tasks; focus on leading and implementing the strict maintenance of duty schedules, and strengthen operational forces to closely monitor the developments of crime and law violations. It will also strengthen coordination and information exchange between the Regional Command and relevant agencies and units in the fight against crime and the prevention and handling of violations according to the signed coordination regulations. Furthermore, it will deploy forces appropriately, conduct resolute and effective operations to combat and handle violations and crimes, ensuring safety in the performance of its duties.
Strengthen leadership in political and ideological education, management and training of officers, staff, and soldiers, and build a comprehensively strong and exemplary unit. Thoroughly understand and strictly implement resolutions, directives, and guidelines from superiors on military security protection, especially Directive No. 222/CT-DU of the Standing Committee of the Coast Guard Party Committee on continuing to promote the "Four Goods, Four No's, Four Againsts" movement; while effectively guiding and managing political and ideological work, raising awareness and responsibility of officers, Party members, and the public regarding the military's adherence to laws and discipline. Focus on building a truly strong unit politically; In this context, emphasis is placed on maintaining and effectively implementing political and ideological education, and disseminating legal education to all target groups, enabling officers and soldiers to understand the characteristics, requirements, and tasks of the region, the schemes and tactics of the targets, the types of crimes, and the difficulties and challenges that must be overcome... thereby building strong character, willpower, and high determination in performing their duties.
Enhance legal knowledge and the capacity to combat and handle situations for officers and soldiers. Ensure close coordination and leverage the combined strength of forces and resources operating in the maritime areas and jurisdictions; implement comprehensive and effective measures; and provide mutual support in handling cases of legal violations. Proactively exchange information and promptly monitor the activities of various types of individuals and vessels violating the law and infringing upon maritime and island sovereignty and security, in order to take decisive and appropriate action. Effectively carry out defense diplomacy. Strengthen international coordination and cooperation with law enforcement forces of other countries; promptly detect and exchange information related to violations by foreign vessels, and agree on measures to ensure the swift and effective handling of legal violations in accordance with Vietnamese and international law.
