Messy on the shortest road connecting the forest and sea of Lam Dong
The project to renovate and upgrade National Highway 28B connecting Phan Thiet - Da Lat in Lam Dong province started in April 2024, but to date, 6.3 km of land has not been handed over, and more than 23 hectares of land have not yet had a site clearance plan approved. According to the plan, the project will be completed in the first quarter of 2026, but so far it is very messy.

The project to renovate and upgrade National Highway 28B has package XD-02 starting in April 2024, package XD-01 starting in September 2024. Currently, this is the shortest route connecting Phan Thiet - Da Lat, strengthening regional connectivity, meeting transportation needs on the East - West corridor and connecting the Central Highlands region with the South Central provinces. The project starts at the intersection with National Highway 1A at Luong Son intersection and ends at the intersection with National Highway 20 at Tahine intersection. The total length of the route is 69 km, with an investment capital of more than 1,400 billion VND. According to Project Management Board 5 (under the Vietnam Road Administration - the investor), the project includes two construction packages. Up to now, the entire route has not been handed over with a clean site, affecting the construction progress. Of which, the construction package XD-01 has reached more than 20%, and the construction package XD-02 has reached more than 50%. To speed up the construction progress, the contractor is arranging dozens of construction teams and units to work simultaneously to make up for the delay. At the same time, Project Management Board 5 requested the locality to urgently hand over the remaining land area to complete the project soon. Recently, Deputy Minister of Construction Bui Xuan Dung signed document No. 7416 to the People's Committee of Lam Dong province on speeding up the progress of site clearance for the project to renovate and upgrade National Highway 28B through Binh Thuan province (old) and Lam Dong province. According to the report of the Vietnam Road Administration, up to now, the locality has handed over 61.7km/68km of land for the project (reaching 91%) for construction. However, there are still 6.3km/68km that have not been handed over. Some technical infrastructure works have not been relocated. Specifically, 4.3km of water pipes, 100 electric poles of various types and railway signal lines at pier M2 of the railway overpass. Regarding land acquisition procedures, there are currently more than 23 hectares of land that have not yet been approved for site clearance. Of these, over 16 hectares are owned by 3 organizations, 535 households and more than 7 hectares are public land. The Ministry of Construction said that due to the completion of the National Highway 28B project in 2025, the remaining time to construct the project and disburse all the capital allocated in the medium-term public investment plan for the period 2021 - 2025 is very short (about 5 months left). Therefore, the Ministry of Construction requests the People's Committee of Lam Dong province to continue to direct the People's Committees of the communes including Luong Son, Song Luy, Phan Son (formerly Binh Thuan) and Ta Hine, Ninh Gia (formerly Lam Dong) and related functional units to focus on resolving compensation and land recovery procedures. At the same time, relocate the technical infrastructure system in August 2025 so that the contractor has a clean site to carry out construction. The Ministry of Construction requested the Lam Dong Provincial People's Committee to soon announce the focal point to perform the functions and tasks of the investor of the sub-project of site clearance for the National Highway 28B project. The Ministry of Construction assigned the Vietnam Road Administration and Project Management Board 5 to closely coordinate with relevant agencies and communes of Lam Dong province to resolve problems in site clearance and construction, ensuring the completion of the National Highway 28B project in 2025. If Lam Dong province fails to complete the site handover according to the progress milestone, the project will hardly be completed in 2025 on schedule and disburse all the capital allocated in the 2021-2025 period. At the same time, the project faces the risk of having to stop implementation, and capital resources must be concentrated on key national projects, according to the direction of the Prime Minister. Currently, the construction site of the project to renovate and upgrade National Highway 28B is very messy. After the merger of Dak Nong and Binh Thuan provinces into Lam Dong to form the new Lam Dong province, National Highway 28B is the road that hundreds of officials and civil servants of the old Binh Thuan province have to travel every week to get to work. As planned, the project will be completed in the first quarter of 2026.
