For about 3 days now, the Dak N'Ting Reservoir, in Bon N'Ting, Quang Son Commune, Dak Glong District, Dak Nong Province, has continuously had cracks in the dam body. Many locations on the concrete spillway have been displaced and cracked, forcing Quang Son Commune to urgently evacuate all households from the area at risk of landslides downstream of the project.
Observing at the scene on the afternoon of August 4, we saw cracks in many locations on the main dam body and the dam toe. reservoir Dak N'Ting water; the concrete bridge over the spillway was shifted and cracked severely; along with that, the hillside on the left side of the lake appeared many cracks in the ground. The cracks, breaks, and landslides were large in scale, with a total length of about 500-700m, the cracks were about 5cm-20cm wide, 1-2m deep and were showing signs of spreading further.
Faced with the high risk of landslides and reservoir ruptures, the district Dak Glong directed the urgent evacuation of 20 households, with more than 100 people, along with livestock and property, from the dangerous area to a safe place.
Ms. H'Dong, Bon N'Ting, Quang Son commune, said that when the incident with the reservoir and the ground cracking occurred, people were very confused, but then the local government mobilized and supported them to move to a safe place, so everyone agreed to support. The people's wish is that when the rain stops, the authorities and local authorities will soon consider and completely handle the subsidence situation, ensuring the safety of the reservoir so that people in the area can stabilize their lives in the long term.
In addition to being worried about the phenomenon of subsidence and ground cracking, Mr. Dao Xuan Lanh, Bon N'Ting, Quang Son commune is very worried about the cracking and subsidence of Dak N'Ting Reservoir.
Mr. Lanh suggested that the leaders of Dak Nong province and relevant agencies should soon investigate the cause of the subsidence and cracking of the dam body and the concrete spillway connecting the dam body. Because the Dak N'Ting reservoir project has just been completed and put into operation in a very short time, and has not been handed over yet, an incident has occurred, which in the long run is very dangerous to the lives and property of people living downstream.
According to the Management Board project Dak Nong province's construction investment, on the afternoon of August 4, relevant departments and branches of Dak Nong province and the investor will hold a meeting to discuss solutions to prevent the high risk of dam failure. Dak Nong province has also invited the Ministry of Agriculture and Rural Development, leading experts, and scientists to inspect and propose appropriate solutions next week.
Director of the Dak Nong Province Construction Investment Project Management Board Nguyen Van Nghia said that from the cracks on the hill on the left and right shoulders of Dak N'Ting Reservoir, there is a sliding arc extending about 500 meters down to the foot of the dam; directly affecting the spillway bridge and shifting the expansion joints of the bridge, causing the bridge girders to move closer together, causing some concrete joints to come loose through the joints.
According to Mr. Nghia, the Project Management Board held a meeting inviting Directors of relevant departments and branches to discuss measures to maintain the bridge and spillway. At the same time, the Board directed consulting and construction units to coordinate with the investor to be on duty 24/7 at the construction site to respond to emergencies when incidents occur.
Dak N'Ting Reservoir is a level III irrigation project with a total investment of nearly 138 billion VND. The project has been completed and the investor is carrying out procedures for acceptance and handover according to regulations.
