During the period 2018-2023, the workforce size of Hai Phong City tended to decrease. The labor force aged 15 and over in 2023 was 1,042.28 people, a decrease of 95,889 people compared to 2018 (1,138.17 people).
However, the demand for high-quality labor has increased sharply because the structure and quality of the workforce in Hai Phong City are shifting rapidly and in the right direction, with an increase in the industrial-construction and service sectors and a decrease in the proportion of labor in the agriculture, forestry, and fisheries sectors.
By 2023, the proportion of employment in Hai Phong's workforce in the agricultural sector accounted for only 5.9% (a decrease of 15.2 percentage points compared to 2018); industry and construction accounted for 52.4% (an increase of 13 percentage points); and services accounted for 41.7% (an increase of 2.2 percentage points).
As Hai Phong City becomes increasingly civilized and modern, attracting high-quality human resources in the future, the demand for housing among workers will also increase.

With the shift in economic structure and the investment and implementation of numerous large-scale projects, social housing projects are also continuously developing in Hai Phong City.
Implementing the "Investment in the construction of at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021-2030" project approved by the Government, Hai Phong is considered a leading locality nationwide in the implementation of social housing.
Hai Phong has become a shining example in the development of social housing nationwide.
According to Mr. Nguyen Duc Tho, Vice Chairman of the People's Committee of Hai Phong City, under the Project to build 1 million social housing units, Hai Phong has been assigned to complete 33,500 units from now until 2030. Of these, 15,400 units will be completed in the 2021-2025 period, and 18,100 units in the 2026-2030 period.
"With the determination to exceed targets and complete the project before 2030, ahead of the plan assigned by the Prime Minister, Hai Phong has proactively linked investment in social housing with the socio-economic development plan; considering this as one of the key tasks of the city's Party Committee and Government," Mr. Tho said.

The Executive Committee of the Hai Phong City Party Committee issued Resolution No. 09 dated November 13, 2023, on the development of social housing in the city until 2030, in which the city has put forward specific, key solutions for the implementation of social housing development.
The resolution also clearly states that the city's social housing development must achieve "three good" criteria: good location - good quality - good price.
To achieve these results, Hai Phong City focused on accelerating and streamlining administrative procedures during the process of reviewing and approving investment policies for social housing projects; and concentrated on verifying land ownership when implementing projects. The State Bank of Vietnam's Hai Phong branch and the Social Policy Bank actively participated in supporting investors and residents in accessing preferential loan packages for social housing development.
The city of Hai Phong directs and guides agencies and units in verifying citizens' registration to purchase social housing in accordance with the law; strictly prohibits harassment, intimidation, speculation, price gouging, and the collection of surcharges, creating the most favorable conditions for people to access social housing and for investors...
The ongoing and planned projects are all located in prime locations in urban centers or connected to large industrial zones, and are planned and designed comprehensively. All social housing projects undergo design review, inspection, and acceptance by state agencies according to regulations, ensuring fire safety standards and quality comparable to commercial apartments.
Regarding the selling price of social housing in Hai Phong, there are many segments, ranging from 14 to 18 million VND/m2 of floor space, allowing people to choose according to their ability to pay.
Deputy Minister of Construction Nguyen Van Sinh also highly appreciated the leadership and implementation of Hai Phong City in developing social housing in the past period.
Hai Phong City is continuing to build on its achievements and hopes to soon complete its social housing development goals, further promoting the progress of projects and ensuring transparency in the buying and selling of social housing. Developing social housing unlocks resources for socio-economic development and meets the housing needs of citizens and workers in the future.
According to statistics from the Hai Phong City Department of Construction, from 2022 to the present, Hai Phong has started and is currently constructing 7 social housing projects with a total of over 15,000 units, including:
Social housing is part of the Hoang Huy New City urban development project in Thuy Nguyen district, with a scale of 149 units.
The social housing project at 384 Le Thanh Tong Street, Ngo Quyen District, with a scale of 1,294 units, has completed the roof structure for two 29-story buildings.
The social housing complex at Lac Vien Warehouse 3 (No. 142 Le Lai Street), Ngo Quyen District, with a scale of 4,448 units, is currently under construction. It is expected that 10 out of 10 buildings will be topped out in 2024 and completed and put into use in 2025.
The social housing project is part of the Trang Due Commercial and Service Urban Area and Workers' Housing Project in An Duong district, with a scale of 2,538 units; 3 buildings are currently under construction and are expected to be topped out in 2024.
The social housing project (phase 1) in Trang Cat ward, within the Dinh Vu - Cat Hai Economic Zone, with a scale of 4,004 units, is currently undergoing infrastructure construction.
The Pegatron Company Limited's worker housing project in the Dinh Vu - Cat Hai Economic Zone, Dong Hai ward, with a scale of 1,562 units, is under construction and nearing completion, expected to be put into use by the end of 2024.
The project to build a low-income housing complex in An Dong residential area, An Duong district, with a scale of 775 units, is preparing to carry out procedures to launch the product onto the market.
