In the first six months of 2024, the total state budget revenue of the province reached VND 29,670 billion, equivalent to 83.4% of the projected target and a 40.6% increase compared to the same period last year. This "record-breaking" achievement was significantly contributed by businesses in the Nghi Son Economic Zone (NZZ). Specifically, six large businesses in the NZZ alone contributed over VND 14,623 billion, accounting for nearly 49.3% of the province's total budget revenue.

Nghi Son Refinery and Petrochemical Company Limited consistently holds a leading position in budget contributions within the Nghi Son Economic Zone and across the entire province. Following its initial maintenance at the end of 2023, the Nghi Son Refinery and Petrochemical Plant has consistently operated above its designed capacity. In the first six months of the year, the plant imported nearly 5.7 million tons of crude oil, a 17.29% increase compared to the same period last year. The total value of goods produced by the plant reached over 91,060 billion VND, a more than 19.9% increase compared to the same period last year. The company's contribution to the state budget in the first six months of this year reached 13,200 billion VND, a 24.9% increase compared to the same period last year.
It is known that on July 5th, the Sea Pearl, a Greek-flagged vessel carrying 270,000 tons of crude oil, which departed from Kuwait on June 17th, safely docked at the oil loading buoy. This is the 200th VLCC (very large crude oil tanker) to supply oil to the refinery, marking a milestone affirming the continuous and stable operation of the Nghi Son Refinery and Petrochemical Plant after nearly 7 years of official operation. Thus, since the first VLCC arrived at Nghi Son port on August 22nd, 2017, after nearly 7 years, the Nghi Son Refinery and Petrochemical Plant has successfully received 200 VLCC vessels, equivalent to more than 55.6 million tons of crude oil. The tax revenue from crude oil imports reached over 69,300 billion VND.
According to data from the Head of the Nghi Son Port Customs Branch, in the first six months of 2023, 23 shipments of crude oil contributed 9,867 billion VND to the state budget, accounting for 84% of the total revenue collected by the Nghi Son Port Customs Branch to date. This shows that the Nghi Son Refinery and Petrochemical Plant plays an extremely important role in budget revenue collection in Thanh Hoa province, especially for the Nghi Son Economic Zone.
Ranked second in budget contributions at the Nghi Son Economic Zone is VAS Nghi Son Group Joint Stock Company with 622 billion VND. It is known that in the first six months of the year, the value of goods produced by the company reached 7,952 billion VND. Many products showed significant growth, such as rolled steel which increased by 10%; the value of exported products also increased by 65%, including a 66% increase in steel billet exports and a 118% increase in rolled steel exports.
It is known that, along with exploiting and maintaining traditional markets, VAS steel products have conquered new markets such as the United States, Japan, Guatemala, etc., in recent years. Currently, the Nghi Son No. 2 Steel Rolling Mill, with a capacity of 3 million tons/year and a total investment of nearly 8,000 billion VND, is entering the completion phase, expected to increase revenue for the province in the coming years. According to a representative of VAS Nghi Son, in parallel with striving to achieve annual business targets, fulfilling state budget obligations and stabilizing employment for workers are always priorities for the company. Currently, the enterprise provides jobs for 1,922 workers, with an average income of 12.9 million VND/person/month for Vietnamese workers.
Ranked third in the Nghi Son Economic Zone in terms of budget contributions is Nghi Son 2 Power Company Limited. In the first six months of this year, the Nghi Son 2 BOT Thermal Power Plant operated at maximum capacity, resulting in breakthrough growth in the company's production indicators. The company supplied over 4.4 billion kWh of electricity to the national grid, 202% compared to the same period last year. Production value reached VND 8,710 billion, 140% compared to the same period last year. The company contributed VND 610 billion to the state budget and is expected to contribute VND 1,118 billion for the whole year.
Besides the three enterprises with the highest budget contributions mentioned above, the next three enterprises in the Nghi Son Economic Zone that contribute significantly to the province's budget are Nghi Son Cement Company with 91.5 billion VND; Northern Vietnam Vegetable Oil Company Limited with 52 billion VND; and Dai Duong Cement Plant with 47.9 billion VND. In addition, enterprises such as Dai Duong Packaging Factory, Annora Vietnam Footwear Company Limited, Oldendorff Carriers Vietnam Joint Stock Company, Lionas Metal Company Limited, Nghi Son 1 Thermal Power Plant, etc., also contribute tens of billions of VND to Thanh Hoa province's budget.
According to the Management Board of the Southern Economic Zone and Industrial Parks, in the first months of the year, the production and business activities of enterprises in general still faced many difficulties due to market fluctuations, especially input costs, conflicts in the Red Sea affecting import and export delivery schedules and transportation costs... However, the production and business situation at enterprises in the Southern Economic Zone and Industrial Parks remained basically stable. The total production value of enterprises reached VND 127,344 billion, an increase of 31% compared to the same period; estimated budget contributions from enterprises in the Southern Economic Zone and Industrial Parks reached VND 15,158 billion, an increase of 49% compared to the same period. Enterprises are creating jobs for more than 98,000 workers. In particular, some large enterprises in the Southern Economic Zone are operating quite stably, acting as a driving force for the growth of the province's industrial sector as well as influencing state budget revenue.
Continuing to build momentum and attract investment into the Nghi Son Economic Zone and industrial parks, in the first months of this year, the Management Board of the Nghi Son Economic Zone and industrial parks organized many conferences to urge the progress of implementing major, key projects such as: Nghi Son LNG Thermal Power Plant; Infrastructure projects for Industrial Parks No. 3, No. 19, No. 17, No. 20, Dong Vang Industrial Park, and Metallurgical Industrial Park within the Nghi Son Economic Zone; the southern part of Lam Son - Sao Vang Industrial Park; Phu Quy Industrial Park in Hoang Hoa district; the western part of Thanh Hoa city; Giang Quang Thinh Industrial Park in Thieu Hoa district; Long Son Container Port; Long Son General Port; Nghi Son Steel Rolling Mill No. 2; Long Son Thermal Insulation and Gypsum Board Manufacturing Plant; Dai Duong High-Tech Reinforced Concrete Components Manufacturing Plant; Billion Union Vietnam Fabric Manufacturing Plant, etc.
Currently, in the Thanh Hoa Economic Zone and several industrial parks, some projects have been completed and started production and business operations, such as the Radial Tire Manufacturing Plant and the SAB Vietnam Industrial Plant. Many investors are also actively implementing large-scale projects, hoping to contribute impressive revenue figures to the Thanh Hoa provincial budget in the coming time.
