On December 8, the People's Committee of Ninh Binh province sent Document No. 207/TTr-UBND to the Prime Minister and the Ministry of Construction on the Project to study the possibility of forming Ninh Binh International Airport. According to the document, Ninh Binh International Airport was studied at 5 locations in Ninh Binh province, in which the proposed location is located in Liem Tuyen ward and the communes: Binh Luc, Binh My. This is a strategic location, about 7 km from Phu Ly ward, about 21 km from Nam Dinh ward and about 30 km from the center of Ninh Binh province (currently), about 19 km from Tam Chuc pagoda tourist area and about 30 km from Bai Dinh - Trang An tourist area.
Key project specifications include:
• Planning area: About 664 hectares.
• Scale: Level 4E airport (according to ICAO standards) and level I military airport.
• Runway: 2 runways (3,800m and 3,200m long).
• Design capacity: Expected to receive 5 million passengers/year by 2030 and increase to 10 million passengers/year by 2050.
• Type of aircraft operated: Code E and equivalent (modern wide-body aircraft).
Total investment and implementation roadmap
The project has a preliminary total investment of about 23,216 billion VND (including site clearance costs). The financial plan is built according to the public-private partnership (PPP) model to reduce the burden on the state budget:
• Period up to 2030: State capital support is about 45.25%, investor capital mobilized is about 54.75%.
• Expected payback period: Approximately 27 years.
Regarding the roadmap, Ninh Binh province proposed to add the project to the Master Plan for the development of the national airport system. If approved, the project is expected to start construction in 2027 and be put into operation in 2029.
The establishment of Ninh Binh International Airport is expected to create a new economic development space, connect key economic zones and effectively exploit the tourism potential of the ancient capital. At the same time, the project also opens up job opportunities, increases income for people and attracts large domestic and foreign investors.
Currently, Ninh Binh Provincial People's Committee is waiting for comments from the Prime Minister and the Ministry of Construction to implement the next steps.
