Mr. Nguyen Phu Cuong ceased to be a member of the 13th Central Committee.

The 13th Party Central Committee's mid-term conference, which opened on the morning of May 15th, discussed many important issues, including personnel matters.

Specifically, the Central Committee of the Party voted unanimously to relieve Mr. Nguyen Phu Cuong, a member of the Central Committee and Chairman of the National Assembly 's Finance and Budget Committee, from his position as a member of the 13th Central Committee.

The Central Committee provided input on personnel for several central agencies, which the Politburo then decided to nominate for election and approval by the 15th National Assembly, as stipulated at the 5th Session.

With Mr. Nguyen Phu Cuong stepping down as a Central Committee member, the Central Executive Committee now has 169 full members.

Previously, on March 30, the Politburo decided to issue a disciplinary warning to the Standing Committee of the Dong Nai Provincial Party Committee for the terms 2010-2015 and 2015-2020.

The reason is that the Standing Committee of the Dong Nai Provincial Party Committee in the 2010-2015 and 2015-2020 terms violated the principle of democratic centralism and working regulations; lacked responsibility, neglected leadership and direction; and failed to inspect and supervise, allowing the Party Committee, the Provincial People's Committee, and some organizations and individuals to violate Party regulations and State laws in financial management, investment, bidding, and land use in some projects.

The violations and shortcomings of the Provincial Party Standing Committee have caused serious consequences that are difficult to remedy, resulting in significant losses and risks of misappropriation of state budget funds, causing public outrage, and diminishing the prestige of the local Party committee and government.

At its 23rd session (November 2022), the Central Inspection Committee concluded that the Party Committee of the People's Committee of Dong Nai province had violated the principle of democratic centralism and working regulations; lacked responsibility, neglected leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate regulations in the implementation of several projects and the equitization process.

Some officials and Party members have deteriorated in terms of political ideology, morality, and lifestyle, violating regulations on what Party members are not allowed to do and the responsibility of setting an example, and have been subjected to criminal prosecution.

Responsibility for the aforementioned violations and shortcomings rests with the Standing Committee of the Provincial Party Committee, the Party Committee of the People's Committee of Dong Nai province, and many former provincial leaders, including Mr. Nguyen Phu Cuong (Member of the Central Committee of the Party, Chairman of the Finance and Budget Committee of the National Assembly, former Secretary of the Dong Nai Provincial Party Committee).

At its 27th session (March 21-22), the Central Inspection Committee issued a warning to the Party Committee of the People's Committee of Dong Nai province for the terms 2011-2016 and 2016-2021, as well as to several related individuals; it also proposed that the Politburo consider and impose disciplinary measures on the Standing Committee of the Dong Nai Provincial Party Committee for the terms 2010-2015 and 2015-2020.

Mr. Nguyen Phu Cuong was born on June 19, 1967; his hometown is Tan Phuoc Khanh Ward, Tan Uyen Town, Binh Duong Province; his professional qualification is a Master's degree in Economic Management.

He was a member of the Central Committee of the Party in the 11th (alternate), 12th, and 13th terms; a member of the Party Caucus of the National Assembly, a member of the Standing Committee of the National Assembly, and Chairman of the Finance and Budget Committee of the National Assembly in the 15th term.
He rose through the ranks from a budget department employee at the Dong Nai Provincial Department of Finance between 1989 and 1995. He later became deputy head, then deputy director, and finally director of the Dong Nai Provincial Department of Finance.

In 2005, he served as Deputy Secretary and Chairman of the People's Committee of Bien Hoa City, and then as Secretary of the Bien Hoa City Party Committee until 2014.

Subsequently, he served as Vice Chairman of the Provincial People's Committee and held the position of Secretary of the Dong Nai Provincial Party Committee from October 2015, concurrently serving as Chairman of the Dong Nai Provincial People's Council from June 2016 until he moved to the National Assembly to serve as Chairman of the Finance and Budget Committee from July 2021 to the present.

The 13th Central Committee now has 169 members.

Besides Mr. Nguyen Phu Cuong, since the beginning of the term, six Central Committee members have ceased to participate in or hold positions as Central Committee members of the 13th term, including: Mr. Nguyen Xuan Phuc, Mr. Pham Binh Minh, Mr. Vu Duc Dam, Mr. Nguyen Thanh Phong, Mr. Huynh Tan Viet, and Mr. Bui Nhat Quang.

In addition, three Central Committee members were expelled from the Party: Nguyen Thanh Long, Chu Ngoc Anh, and Pham Xuan Thang, and one Central Committee member, Tran Van Nam, former Secretary of the Binh Duong Provincial Party Committee, was removed from all his Party positions.

Thus, to date, the Central Committee has 11 vacant positions compared to the 180 elected at the 13th Party Congress, and currently has 169 full members.
