
Accordingly, the signing ceremony of the United Nations Convention against Cybercrime ( Hanoi Convention) and related events will take place at the National Convention Center, Tu Liem Ward (Hanoi). To ensure traffic order, safety, and convenience for citizens, the Hanoi City Police will reroute traffic and organize routes for various types of vehicles as follows:
From 6:00 AM to 10:00 PM on October 25th and from 6:00 AM to 4:00 PM on October 26th, the city police will temporarily prohibit trucks with a total design weight of 1.5 tons or more, and passenger vehicles with 16 seats or more (except for buses, garbage trucks, emergency response vehicles, vehicles with security badges, vehicles of the Police and Military forces, and other priority vehicles as prescribed by law).
The city police have restricted traffic on several routes: Kim Mã, Nguyễn Chí Thanh, Trần Duy Hưng, Phạm Hùng (from Mễ Trì to Thăng Long Boulevard), Đỗ Đức Dục, Miếu Đầm, the elevated section of Ring Road III (from Hồ Tùng Mậu to Thanh Trì Bridge and vice versa), and the Thăng Long Boulevard service road (from Phạm Hùng to the overpass on Provincial Road 70).
During this period, the Hanoi City Police organized alternative routes for vehicles to bypass the temporarily restricted area as follows:
Vehicles from eastern provinces and cities (Hai Phong, Hung Yen, Bac Ninh, etc.) traveling to northern, western, and northwestern provinces (Phu Tho, Thai Nguyen, Tuyen Quang, etc.) follow this route: Thanh Tri Bridge - Hanoi- Bac Giang Expressway - National Highway 18 - to Phu Tho, Thai Nguyen provinces... and vice versa.
Vehicles from eastern provinces and cities (Hai Phong, Hung Yen, Bac Ninh , etc.) traveling to western and northwestern provinces (Phu Tho, Son La, Dien Bien, etc.) follow this route: Thanh Tri Bridge - Do Muoi - Ngoc Hoi - Phan Trong Tue - Buou Bridge - Phuc La - Le Trong Tan - National Highway 6 - to Phu Tho, Son La, etc., and vice versa.
Vehicles coming from Vo Van Kiet Street and Thang Long Bridge towards Thang Long Boulevard should follow the route Pham Van Dong - Ho Tung Mau - Cau Dien - National Highway 32 - Provincial Road 70 - to Thang Long Boulevard and vice versa.
For other routes and vehicles, the Hanoi Police require compliance with regulations on traffic operation in the city, issued under Decision No. 06/2013/QD-UBND dated January 25, 2013 of the Hanoi People's Committee (amended and supplemented by Decision No. 24/2020/QD-UBND dated October 2, 2020 of the Hanoi People's Committee) and other amending documents of competent authorities.
The city police have requested the Department of Construction to use the traffic diversion notice as a basis to direct relevant units to adjust the routes of passenger buses and restrict their operation on the roads as specified in the notice.
Hanoi City Police require all vehicles participating in traffic to voluntarily and strictly comply with the Law on Road Traffic Order and Safety and follow the guidance and traffic flow directions of the functional forces; when encountering priority vehicles displaying priority signals while on duty, drivers must promptly change direction to the nearest side roads or intersections as directed by the functional forces to give way to the priority vehicles.
