At the forum "Policies and Laws for Domestic Trade Development in 2024" held on December 4th in Hanoi, Mr. Phan Van Chinh – Director of the Domestic Market Department ( Ministry of Industry and Trade ) stated that the retail system plays a crucial role not only in connecting production and consumption but also as a driving force for economic growth, job creation, and improving the quality of life for the people.
The Party and the State have always identified the development of the retail system as a key task in the process of industrialization and modernization of the country, making an important contribution to the goal of sustainable development.
The "Domestic Trade Development Strategy for the period up to 2030, with a vision to 2045" not only guides the rapid development of Vietnam's retail sector but also requires a close connection between development speed and sustainability, in accordance with the major policies and guidelines of the Party as outlined in the documents of the 13th Party Congress.

At the forum, delegates shared the view that, in the context of Vietnam's deep integration with the global economy , the Vietnamese retail system has been and is facing many significant opportunities and challenges. Participation in new-generation Free Trade Agreements (FTAs) not only expands markets but also promotes healthy competition, creating momentum for innovation, and improving quality and services in the retail sector.
The solution emphasized is sustainable development in trade, especially the application of modern technology, digital transformation, and the development of green consumption models.
According to the delegates, applying advanced technological trends, such as artificial intelligence, big data, and data analytics tools in supply chain management, will not only help optimize retail operations but also contribute to creating a green, sustainable, and environmentally friendly retail market.
From a business perspective, Ms. Doan Thi Huong Thanh - Legal Director of Wincommerce - suggested that the Government and relevant agencies and ministries finalize and issue policies related to competition between FDI enterprises and Vietnamese enterprises. This would ensure fair competition among economic sectors and support the development of the domestic retail system.
According to Ms. Thanh, it is necessary to establish standards, regulations, and conditions related to participation in the retail market and product quality standards to protect the interests of consumers and domestic businesses.
Wincommerce representatives also requested support in accelerating the process of recognizing intellectual property rights for domestic products, especially Vietnamese specialties, and guidance on implementing the evaluation and certification of famous trademarks for retailers to enhance the recognition of domestic products and retailers, and prevent counterfeiting and imitation of goods.
The Director of the Domestic Market Department emphasized that the rapid and sustainable development of the retail system can only be achieved through the concerted efforts of all parties: regulatory agencies, domestic and foreign businesses, researchers, and the consumer community.
To promote a modern retail system, significant investment in digital technology and the development of multi-channel retail models are needed to optimize supply chain management and enhance consumer experience. Collaboration among retail businesses will facilitate the sharing of technology and expertise, while building a modern and integrated retail ecosystem.
Furthermore, promoting sustainable consumption and protecting the environment is also a key factor. A transparent and equitable business environment will attract domestic and foreign investors, creating common benefits for the entire society.
