The Deputy Prime Minister requested the People's Committee of Tuyen Quang province to expedite the land clearance for the Ha Giang - Tuyen Quang expressway project and hand it over for construction in March 2025.
On the morning of March 8th, a government inspection team led by Deputy Prime Minister Bui Thanh Son worked in Tuyen Quang province . The purpose was to review and address difficulties and obstacles related to key transportation projects scheduled for completion in 2025.
Accompanying them were leaders from the Ministry of Construction, the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Agriculture and Environment, and the Government Office .

Inspecting the construction site of the Tuyen Quang - Ha Giang expressway project section through Tuyen Quang province, Deputy Prime Minister Bui Thanh Son highly appreciated the efforts of the provincial Party committee and government in implementing the project. He commended the spirit and efforts of the construction units in mobilizing manpower and machinery to organize construction, basically meeting the progress schedule.
The Deputy Prime Minister emphasized the importance of the Tuyen Quang - Ha Giang expressway for the development of the northern midland and mountainous region, and also as a crucial route connecting with China via the Thanh Thuy international border gate. Therefore, he requested that the contractors increase the mobilization of machinery, equipment, and personnel to ensure construction proceeds in accordance with the Prime Minister's directives, with the determination to complete the road by the end of 2025.

Following that, the Deputy Prime Minister held working sessions with the leaders of Tuyen Quang and Ha Giang provinces.
According to the Ministry of Construction's report at the meeting, the Tuyen Quang - Ha Giang expressway project, phase 1, the section through Tuyen Quang province, currently faces obstacles including 5.7km of unhanded-over land; a shortage of 0.35 million m3 of stone; and a shortage of 1.97 million m3 of soil. Construction output has reached 28%, 7% behind schedule; the section through Ha Giang province still lacks 0.29 million m3 of stone.
Reporting to the working group, Chairman of the People's Committee of Tuyen Quang province, Nguyen Van Son, said that the province is focusing on resolving obstacles related to land clearance, resettlement, relocation of technical infrastructure, and land shortage for embankment... The total cumulative value of work completed to date is over 1,341/4,7890 billion VND, reaching 28% of the contract value. The province is committed to completing the project according to the approved schedule.

Tuyen Quang province requested the Government to allocate an additional approximately 2,000 billion VND; consider providing an additional 1,800 billion VND to complete phase 1 of the project in 2025; and provide an additional 5,437 billion VND for phase 2 of the project. The province also requested the Ministry of Agriculture and Environment to provide feedback soon on the recovery of minerals along the construction route.
Speaking at the meeting, the Deputy Prime Minister requested the People's Committee of Tuyen Quang province to promptly complete the land clearance for the project and hand it over for construction in March 2025. He also instructed the People's Committee of Tuyen Quang province to direct the Department of Agriculture and Environment to work with the investor and contractor to clarify the remaining material needs and quantities, propose suitable quarrying sites, and resolve the quarrying permit application procedures within a maximum of 10 days.

Deputy Prime Minister Bui Thanh Son requested clarification of the reasons for the project's delay and the accountability of each agency, unit, and individual. In addition, Tuyen Quang directed the investor and construction contractor to ensure the project's completion by 2025, implement solutions to compensate for the delayed work, and ensure quality, technical and aesthetic standards, environmental hygiene, and occupational safety.
The Deputy Prime Minister requested the People's Committee of Ha Giang province to direct relevant units to expedite the procedures for granting mining licenses for 4 quarries, to be completed by March 2025. The Ministry of Finance was urged to promptly submit to the Prime Minister a proposal for the allocation of additional capital to Ha Giang province to complete phase 1 (27.48 km).
In addition, continue to proactively review funding sources, balance and allocate funds from the local budget and other legal sources to implement the project, and proactively work with the Ministry of Finance to allocate funds for the project as soon as possible in April 2025...
The Deputy Prime Minister also requested the People's Committees of the provinces to direct investors and businesses to review funding sources and study investment options for rest stops, ITS systems, and ETC systems, ensuring their simultaneous completion when the projects are put into operation.
