Parents stay up all night fighting for a spot in 10th grade; what does the Hanoi Department of Education and Training say about this?

The Hanoi Department of Education and Training requires high schools to strictly adhere to the guidelines for 10th-grade admissions, ensuring fairness, objectivity, and convenience for students.

Faced with the reality of hundreds of parents queuing overnight to submit applications for their children to enter 10th grade at private schools and financially autonomous public schools, the Hanoi Department of Education and Training issued an urgent directive on the afternoon of July 5th.

Accordingly, the Hanoi Department of Education and Training requires high schools to strictly adhere to the guidelines for admission to the first grade issued by relevant authorities, ensuring fairness, objectivity, and convenience for students.

During the enrollment process, high schools are responsible for assigning qualified enrollment officers to be on duty (including Saturdays and Sundays), publicly displaying phone numbers and hotlines for enrollment counseling and support to promptly guide and resolve any issues or difficulties faced by students and parents.

In addition, the school must coordinate with local authorities to ensure security and order, and absolutely prevent parents from gathering outside the gate, causing disorder and insecurity.

Schools can develop elective subject combinations and study modules to meet the needs of learners while ensuring compliance with regulations regarding teaching staff, facilities, and teaching equipment.

The school has developed a plan to provide specific and detailed counseling and guidance to students and parents when choosing elective subject combinations and study clusters, in order to minimize the need to change elective subjects or study clusters over the three academic years.

In addition, the school proactively assigns staff to review the computer system with internet access to ensure it is ready to serve students who do not have electronic devices to complete online enrollment confirmation (if needed).

According to the Department of Education and Training, school principals must facilitate the cancellation of enrollment confirmations and the return of documents when students who have been admitted and submitted their applications to a school wish to change their chosen school and are allowed to withdraw their applications according to regulations.

Public schools are prohibited from collecting any fees from students or their parents, including selling application forms. For private schools, the Department of Education and Training requires strict adherence to enrollment quotas assigned by the Department and the school's published plan.

The Department's document clearly states: "Strictly adhere to regulations and publicly disclose tuition fees and other charges for the entire academic year at the enrollment location."

Parents lined up overnight in front of school gates to get queue numbers to submit applications for 10th grade, a common occurrence on July 3rd and 4th at three schools : Phan Huy Chu High School, Hoang Cau High School, and Ta Quang Buu Junior and Senior High School.

This year, Ta Quang Buu High School is recruiting students through three methods: direct admission, admission based on academic transcripts, and admission based on the 10th-grade exam scores set by the Hanoi Department of Education and Training. For the third admission method, the school has set a cutoff score of 38.5.

However, the school did not specify the exact number of admissions. According to the announcement issued on July 2nd, the school will accept applications from 8:00 AM on July 5th and will stop accepting applications once the quota is reached.

At over 8 AM on July 5th, Phan Huy Chu High School posted a notice announcing the suspension of 10th grade enrollment because it had reached its quota. Outside, there were still over 200 parents without numbers. Some even broke down in tears because they couldn't submit their applications. Phan Huy Chu High School in Dong Da District is an autonomous public school under the Hanoi Department of Education and Training, with its own enrollment plan. This year, the school is enrolling 380 students, having already conducted a previous round of admissions based on academic transcripts. For candidates applying based on the Department's exam scores (Mathematics, Literature multiplied by a factor of 2 plus English score), the school required 41/50 points.

Hoang Cau High School has been operating as a financially autonomous public school since 2012. According to the school's announcement, it will enroll 496 students in the 10th grade for the 2023-2024 school year. However, the school has not specified any minimum admission score requirements or announced the selection process. Parents are unaware whether the school will select students based on a ranking system (highest scores first, lowest scores) or on the order of application submissions.
