More than the noticeable changes in the marine economy, tourism, or infrastructure, what makes Phu Quy Island unique today is the high level of consensus between the Party Committee and the people in building a strong political system, caring for the people's lives, ensuring social security, and aiming for sustainable and comprehensive development.

From the foundation of a strong Party…

“The Party Committee must be clean and upright to have enough prestige for the people to trust and follow,” Mr. Nguyen Van Tri, Deputy Secretary of the Party Committee and Chairman of the People's Council of the Phu Quy Special Zone, emphasized when speaking about the achievements of the past term. And this wasn't just empty talk; the Phu Quy Special Zone Party Committee has translated that determination into concrete action. Over the past five years, deeply understanding the crucial role of Party building, the Phu Quy Special Zone Party Committee has focused on leading and implementing comprehensive solutions to enhance the capacity and fighting strength of Party organizations and the contingent of cadres and Party members. Central Resolutions 4 (11th and 12th Congresses) and Conclusion 21-KL/TW (13th Congress) have been thoroughly disseminated, linked with the effective implementation of Directive 05 on studying and following the thoughts, ethics, and style of Ho Chi Minh .

During its term, the Phu Quy Special Zone Party Committee admitted 247 new party members, bringing the total to 1,212; at the same time, 45 individuals were expelled from the Party. Inspection and supervision work was strengthened with 157 inspections and 41 supervisions; 20 party members were disciplined for violations. Notably, no party organization or member was found to have deteriorated in terms of political ideology, morality, or lifestyle. This result clearly demonstrates the effectiveness of "self-reflection and self-correction."

Phu Quy Island has undergone many changes today, moving towards comprehensive development.

Personnel work was emphasized, conducted openly and transparently, resulting in the transfer, appointment, and placement of 62 officials; and the training and development of 122 officials in political theory, state management, and professional skills. The evaluation and assessment of officials were carried out objectively and realistically. Elected bodies effectively played their role in social supervision and criticism; they received 159 citizens and resolved 98.43% of petitions within their jurisdiction.

Judicial work, investigation, trial, and execution of judgments have been strengthened, ensuring compliance with the law. Over 90% of grassroots Party organizations have performed their duties well or better. Dialogue between Party committees, the government, and the people has been maintained regularly, contributing to increased consensus and strengthening public trust.

Administrative reform efforts have also yielded many positive results: The rate of timely processing of applications reached over 96%; 100% of agencies have LAN networks, internet connections, and WAN networks, ensuring security and stability. The digital government, online public services at levels 3 and 4, and public postal services have been effectively implemented. The Public Administrative Service Center has become a friendly destination. "Now, processing applications is much easier; we don't have to make multiple trips like before," shared Mr. Le Van Tuan, a fisherman, after completing the procedures for fishing permits.

Education has always been a top priority for the Special Administrative Region.

...To take care of the people in a comprehensive way.

During their term, the leaders of the Phu Quy Special Economic Zone understood that investing in people is investing in the future; therefore, education has always been given close attention. Currently, there are 10 schools in the Phu Quy Special Economic Zone, 3 of which meet national standards. Notably, this year's high school graduation exam saw a strong performance from Ngo Quyen High School – the only high school in the Phu Quy Special Economic Zone – with three students achieving perfect scores of 10 in History, Geography, and Physics. Among the six top-scoring students in the former Binh Thuan province, one is a student from this school.

Names like Nguyen Bao Long, Pham Thi Thanh Thao, and Nguyen Do Tuan Tu not only bring pride to their friends and teachers but also spread confidence in the sustainable development of education in remote islands. "Although learning conditions on the island may not be as good as on the mainland, the academic achievements of the students who scored 10 out of 10 at Ngo Quyen High School in Phu Quy Special Zone are truly commendable," shared Mr. Luong Van Ha, Deputy Director of the Department of Education and Training of Lam Dong province.

Phu Quy Island prioritizes maintaining political security and social order.

Healthcare is also not lagging behind in this development. The Phu Quy Special Zone Military-Civilian Medical Center has been comprehensively invested in, with 70 beds, and 100% of the population has health insurance. Despite a shortage of equipment, diseases are controlled, and healthcare for the people is well maintained.

Notably, over the past five years, Phu Quy has mobilized more than 34 billion VND for social activities, reducing the poverty rate to 0.31% (only 21 households remaining). The "For the Poor" fund has attracted over 2.6 billion VND, supporting the construction and repair of 26 houses, and providing employment for nearly 400 people each year. The "Gratitude and Repayment" movement and care for those who have rendered meritorious services have been meticulously implemented...

Most notably, since 2021, the household waste treatment plant with a capacity of 70 tons/day has significantly contributed to improving the living environment in the special economic zone. Young people on the island regularly organize campaigns to clean the sea, sort waste, and plant trees. No slogans, just actions. "We can't wait for others to change. If we want to build community awareness, the youth union members themselves must be the pioneers, doing it first, doing it for real, before they can convince the people to join in," said Nguyen Thi Thom, Secretary of the Youth Union of Phu Quy Special Economic Zone.

Furthermore, playing a leading role, Phu Quy always prioritizes maintaining political security and social order. Regional defense exercises are organized systematically, and recruitment targets are consistently met at 100%. 100% of agencies and businesses meet security standards. Over one term, the Phu Quy Special Economic Zone has drawn three core lessons: mastering and flexibly applying the Party and State's guidelines and policies; unity is key within the Party, the government, and among all strata of the people; and, along with building a strong political system, discipline and closeness to the people are the foundations for sustainable development.

With a solid political foundation and the unity of the political system and the people, the Phu Quy Special Economic Zone is ready to embark on a new term with unwavering confidence, reaching out to the wider world.

Concluding a term marked by significant achievements, the Phu Quy Special Economic Zone is entering a new term with a proactive, confident, and ambitious mindset. The goal is not only to maintain past successes but also to reach new heights: an average annual increase in state budget revenue of 4.5%; an annual seafood catch of 30,000-35,000 tons; and a reduction in the poverty rate to below 0.25%. Phu Quy also aims to meet the criteria for a Type V urban area before 2030, moving towards becoming a smart city, with a stable population of under 35,000 people. By 2030, this island paradise will have 100% of children fully vaccinated, 100% of schools meeting national standards, 100% of residents covered by health insurance, and 90% of household waste collected and safely processed...
