Lieutenant General Le Ngoc Hai, Commander of Military Region 5, requested that agencies and units in the entire Military Region thoroughly grasp the "4 on-site" motto (on-site command, on-site forces, on-site means and on-site logistics), considering this the foundation for proactive response, minimizing damage and soon restoring people's lives.

Units must clearly identify areas at high risk of flooding and landslides, proactively arrange forces and means, and closely coordinate with local Party committees and authorities; strengthen propaganda and mobilization work among people, raise vigilance, proactively prevent, and absolutely not be passive and surprised in any situation.

The Commander of Military Region 5 noted that units must ensure absolute safety for people and vehicles during their missions, especially when performing missions at night, in areas with difficult terrain; and stock up on enough food, drinking water, medicine, and logistical equipment for forces directly participating in rescue operations.

After floods, units need to coordinate with localities to organize disinfection spraying, medical examination and treatment, repair traffic infrastructure, schools, and clinics, helping people to soon stabilize their lives and restore production.

* After many days of heavy rain, at around 7:00 p.m. on October 27, a 20-meter-long section of the dike on Ly Ly River (Dong Tram Tay village, Xuan Phu commune) broke. Immediately, officers and soldiers of the 574th Armored Brigade coordinated with the Defense Command of Area 4 - Ban Thach, the Military Command of Xuan Phu commune, the commune police and local authorities to evacuate people from the dangerous area.

On the morning of October 28, the water level on the Ly Ly River and its tributaries continued to rise, causing localized flooding in many areas in Xuan Phu Commune, isolating villages. Tra Dinh 2 Village in particular was completely isolated with nearly 240 households and nearly 1,000 people.

Forces of the 574th Armored Brigade and related units are continuing to stay close to the area to support people, ready to respond to complicated flood developments, ensuring absolute safety for people and vehicles.
