How to manage extra teaching and learning effectively?

The debate on whether to include tutoring and extra learning in conditional business sectors has "heated up" again on forums and social networks in the past few days after the issue was discussed at the 5th session of the 15th National Assembly.

Although the head of the national education sector affirmed that extra teaching and learning currently comes from the actual needs of learners and should be included in the list of conditional business lines to have a basis for clear management and supervision of this activity, public opinion still has many conflicting opinions.

According to some National Assembly deputies, extra teaching and learning should not be condemned because other professions allow workers to work overtime to increase their income. In the context of limited salary policies for teachers, extra teaching and learning have become one of the solutions to help improve income and improve the lives of teachers.

However, on the contrary, many people are concerned that if this activity is "legalized" in schools, it will become difficult to control and distorted, and the biggest disadvantage will be on the students. Thus, the real problem is not the regulation of "allowing" or "prohibiting" tutoring, but how to manage it effectively, in which the interests and needs of the relevant parties including students, parents, schools and teachers are harmonized.

To prevent this activity from becoming a reality, management with tools such as documents and regulations is not enough, but it is necessary to have radical measures such as improving the working environment and treatment regime for teachers; overcoming the competition for scores and pressure for achievements from a large number of school management staff; parents' fear that their children will be inferior to their friends...

Nowadays, education is considered one of the special labor professions, because the product created is people, not goods or manufactured services. Although the position and role of teachers have changed compared to traditional education in the past, they still hold a special position in the division of labor in society. Therefore, not only extra teaching and learning but also many other paid activities in schools need a clear management and supervision mechanism to reduce the risk of being transformed, causing society to have a distorted view of the noble image of teachers.

In particular, the education sector's own efforts are not enough, but need more coordination and joint management from local authorities at all levels to thoroughly handle violations, clean up the educational environment, thereby strengthening the trust of parents and students.
