Since the beginning of this term, the district, town, and city Party committees, as well as the Party committees directly under the Quang Binh Provincial Party Committee, have prioritized the task of consolidating and building grassroots Party organizations and improving the quality of Party members. As a result, this work has achieved positive results.
Initial results
The Party Committee of Hoan Lao town was reorganized on February 1, 2020, based on the merger of Hoan Trach commune into the former Hoan Lao town. Currently, the Party Committee has 1,184 members operating in 30 branches, including 20 residential area branches. Notably, at the time of the merger, Hoan Trach commune experienced many violations related to land management, and many officials, including the Chairman of the People's Committee of the commune, were prosecuted. Therefore, after the merger, the town's Party Committee identified Party building as a key and central task to revitalize the "expanded town," which was still facing many difficulties and had suffered a decline in confidence in the leadership and direction of the local government at that time.
According to Pham Dinh Dung, Secretary of the Hoan Lao Town Party Committee, the town's Party Committee has strengthened political and ideological education in conjunction with Party building and rectification. The Standing Committee of the Town Party Committee assigns Party committee members to monitor the area and participate in grassroots Party branch activities to regularly pay attention to and understand the situation, promptly guide public opinion, create consensus within the Party and among the people, and contribute to raising the awareness and responsibility of cadres, Party members, and the entire population in implementing the local political tasks. Furthermore, the Standing Committee proactively reports to higher levels and coordinates with departments and agencies of Bo Trach district to review, classify, and resolve outstanding land issues, focusing on resolving petitions, conducting land inventories, and reviewing and guiding the collection of contributions from the people. With a reasonable and empathetic approach, resolving issues based on legal regulations and the aspirations of the people, the "pressing" land issues are gradually being resolved.
Previously, many border villages in Quang Binh province lacked Party members, and Party branches faced numerous difficulties in their operations. In response to these challenges, the Party Committee of the Quang Binh Provincial Border Guard Command implemented a project to bring military Party members to participate in activities and hold positions at the grassroots level to strengthen Party organizations and build the political system in the border and remote areas of the province. To date, seven officers participate in Party committees at the district and town levels, five officers are assigned to serve as deputy secretaries of Party committees in border communes, 11 officers participate in the People's Councils of border communes, 16 officers participate in Party committees at the commune and ward levels, and 135 Party members participate in activities at 41 village Party branches. Border guard Party committees have assigned 377 officers and soldiers who are Party members to be responsible for 1,741 households in border areas to raise awareness and ensure livelihoods to alleviate poverty.
Speaking about strengthening and improving the quality of Party organizations in border areas, Minh Hoa District Party Secretary Bui Anh Tuan said that since the arrival of border guard Party members, they have provided support in many aspects, from how to conduct branch meetings, implement Party directives and resolutions, and bring branch activities into order. With the help and guidance of grassroots border guard cadres, many village Party branches have issued resolutions that are relevant to the specific characteristics of each area to develop the economy and stabilize the lives of the people.
However, alongside the achievements, Party building work in Quang Binh still has limitations and shortcomings. Some subordinate Party committees are slow to thoroughly understand and implement the Party's resolutions and conclusions. The consolidation and restructuring of the organizational apparatus in some subordinate Party committees and Party branches has not been timely when changes occur. Some grassroots Party committees are still confused in organizing Party activities and managing Party members. The education and management of Party members in some grassroots Party organizations are not strict enough, leading to Party members violating the law and ethical standards. Some Party members lack a sense of responsibility in performing their duties, but this has not been detected in time for appropriate action. The fulfillment of Party members' responsibilities to the Party organization and the people in their place of residence remains superficial and ineffective...
The "five good, four bad" model
Recognizing these limitations, the Standing Committee of the Quang Binh Provincial Party Committee issued a plan to reorganize, consolidate, and enhance the leadership capacity and fighting strength of grassroots Party organizations within the provincial Party committee for the period 2021-2025. The Quang Binh Provincial Party Committee's Organization Department provided guidance on building a model of grassroots Party organizations based on the "five good, four no's" principles, aiming to concretize the task of Party building and rectification, focusing on improving the quality of activities and building clean and strong grassroots Party organizations, contributing to the construction and consolidation of the political system at the grassroots level.
This model is implemented based on identifying specific criteria suitable for each type of grassroots Party organization and the actual situation of the locality and unit. According to Tran Vu Khiem, Head of the Quang Binh Provincial Party Committee's Organization Department, implementing the "five good" principles serves as both a goal, a driving force, and a solution to improve the quality and effectiveness of grassroots Party organizations and the quality of cadres and Party members throughout the province. The "four no's" goal represents the political determination of Party committees and organizations at all levels to enhance self-criticism and criticism, resolutely fighting against and preventing violations by Party organizations, cadres, and Party members.
Based on practical experience in grassroots leadership, the Head of the Organization Department of the Bo Trach District Party Committee, Nguyen Trong Tuyen, believes that the contents of the "five good" grassroots party organizations are all important and dialectically interconnected, serving as a "formula" for solving the problem of building strong grassroots party organizations. For example, to ensure effective operation of a party branch, it is essential to first establish good operating regulations. To achieve this, the Party committee and grassroots party organizations must base their working regulations on the Central Committee's regulations on the functions and tasks of various types of grassroots party organizations, and the guidance of higher-level Party committees, on concretizing the principles of Party organization and activities, especially the principles of democratic centralism, self-criticism and criticism, and collective leadership with individual responsibility. Only with good regulations can accurate resolutions be developed and effectively implemented, contributing to the socio-economic development of the locality and the political tasks of the agency or unit.
Local practice shows that, over the four years of implementing the Party Congress Resolution for the 2020-2025 term, many Party organizations have closely followed the guidance of higher-level Party committees, developed accurate resolutions, and organized their implementation systematically, thus achieving high results. For example, the Party Committee of Hoan Lao town overcame difficulties during the administrative unit merger and rose to become a clean and strong Party Committee. Similarly, the Party Committee of Bac Trach commune has successfully mobilized and utilized local resources to develop the economy, build new rural areas, and create a clean, beautiful, and livable countryside.
Comrade Nguyen Trong Tuyen further explained that, in advising the Standing Committee and the Standing Board of the District Party Committee on Party building work or directing and guiding grassroots Party organizations, we always request that grassroots Party organizations link the implementation of the "four no's" with Regulation No. 37-QĐ/TW on what Party members are not allowed to do. Party committees, Party organizations, and Party members, especially leaders, must constantly cultivate and improve themselves, set a good example, and effectively implement the Central Committee's regulations on setting an example.
Comrade Vu Dai Thang, Secretary of the Quang Binh Provincial Party Committee, assessed that, in response to practical demands, the Provincial Party Committee has recently merged and dissolved ineffective agencies, units, and grassroots Party committees; and boldly implemented pilot programs based on the Politburo and Secretariat's policies on improving the leadership capacity and fighting strength of Party organizations and members. Most recently, the Standing Committee piloted several new forms of Party activities for special Party branches. These include Party branch meetings based on Party groups in residential areas with a large number of Party members, and online meetings in Party branches where members regularly work in dispersed locations and perform special tasks. As a result, after more than a year of participating in the pilot model of new Party branch activities in special Party branches in Quang Binh province and Hanoi city, in December 2022, the Central Party Secretariat issued guidelines for implementing the model nationwide.
