Quang Ninh sends scouts to 'follow' disguised contract vehicles, may face criminal prosecution

On November 13th, the Quang Ninh Provincial Police leadership announced that they had directed traffic police forces to crack down on illegal contract vehicles operating chaotically on the roads after VietNamNet reported on the issue.

The Quang Ninh Provincial Police leadership affirmed that traffic police will be on duty on all routes where disguised inter-provincial contract transport companies operate.

In addition, the Quang Ninh Provincial Police directed the Criminal Police, Public Order Police, and district-level police forces to focus on thoroughly dealing with bus companies operating under unclear contracts and picking up passengers along the way, causing a disruption to public order and security. These bus companies will be severely punished.

"The matter must be resolved within a week, without any delay. For contract transport companies engaging in disguised activities, investigative teams will monitor them to gather sufficient evidence for administrative and potentially criminal prosecution," a leader of the Quang Ninh Provincial Police informed.

Hoang Hai Limousine buses still stop in the area leading to Bai Chay Bridge to pick up passengers along the way, just like regular buses.

According to a representative from the Quang Ninh Department of Transport, the department has conducted intensive campaigns to address violations by transport companies in the area. However, it is difficult to completely eradicate the problem, and enforcement requires consistent and continuous efforts.

According to Vu Van Bang, Chief Inspector of the Quang Ninh Department of Transport, after receiving information from VietNamNet newspaper, the unit coordinated with the Transport and Vehicle Management Department of the Quang Ninh Department of Transport to inspect Hoang Hai Limousine transport company.

Hoang Hai Limousine transport company is licensed and issued a permit by the Department of Transport of Thai Binh province. In terms of state management, the Inspectorate of the Department or the Department of Transport of Quang Ninh province cannot inspect or audit this company. Inspection and handling of Hoang Hai Limousine must be carried out by the Department of Transport of Thai Binh province.

According to Mac Duc Son, Head of the Transport and Vehicle Management Department of the Quang Ninh Department of Transport, vehicles licensed by the Quang Ninh Department of Transport are controlled and managed by the local transport authorities. However, the Department cannot control the traffic volume of vehicles licensed by other provinces that enter Quang Ninh province.

The detection and handling of disguised contract vehicles from other provinces entering Quang Ninh will be the responsibility of law enforcement officers on duty along the roads.

According to observations on November 11th, Hoang Hai Limousine transport company was still stopping and parking to pick up passengers along the way, directly collecting fares from passengers during the trip.

Previously, VietNamNet published an article reflecting on the chaotic situation of disguised contract vehicles operating everywhere, carrying passengers like fixed-route buses in localities across the country, including Quang Ninh.

These contract vehicles brazenly stop and park in public places to wait for passengers along the way.
