Quang Tri province experiences heavy rain, floods exceed alert level 3, with 21 areas submerged and cut off.

At noon on August 30, the Quang Tri Provincial Civil Defense and Search and Rescue Command announced that Typhoon No. 6 (international name Nongfa) had its center only 120km from the Quang Tri coast.

The storm's circulation caused very heavy rain and strong gusts of wind inland, and the river water rose rapidly, exceeding alert level 3, cutting off many national and provincial roads and causing severe flooding in more than 21 mountainous villages.

According to the National Center for Hydro-Meteorological Forecasting, at 10:00 AM on August 30th, the storm's center was located at 17.9 degrees North latitude and 107.5 degrees East longitude, approximately 120km north of Quang Tri province. The strongest winds near the storm's center were at level 8 (62–74 km/hour), with gusts of level 10–11.

On Con Co Island, strong winds of level 6, gusting to level 8, were recorded. At sea, waves reached 3–5m in height, with storm surge of 0.2–0.4m near the shore. It is forecast that this evening, August 30th, the storm will move inland into Ha Tinh – northern Quang Tri with winds of level 6, gusting to level 8, before gradually weakening as it approaches Laos.

In inland areas of Quang Tri province, many places recorded winds of force 6-7, gusting to force 8-9, such as Phu Trach, Ba Don, Hoan Lao, and Dong Hoi. In Vinh Linh, Gio Linh, Cua Viet, Dong Ha, Quang Tri, and Hai Lang districts, winds reached force 5-6, gusting to force 7-8. The risk of tornadoes and strong thunderstorms causing roof damage and tree uprooting is very high.

Due to the influence of the storm's circulation, from the night of August 29th to the noon of August 30th, Quang Tri experienced very heavy rainfall. Measured rainfall amounts were: Huong Lap 258.6mm, Huong Viet 220.8mm, Hai Thai 213.4mm, Cam Chinh 212mm, Huong Linh 207.6mm, and Linh Thuong 202.4mm. The plains and coastal areas also recorded widespread rainfall of 70–200mm.

By 11:00 AM on August 30th, the water level of the Hieu River at Dau Mau reached 23.56m, exceeding alarm level 3 by 0.06m; at Dong Ha it was 2.52m, 0.52m higher than alarm level 1. Hydrological stations on the Thach Han River, Ben Hai River, and Kien Giang River were all above alarm level 1 and continued to rise rapidly.

Rising floodwaters have paralyzed many vital transportation routes: National Highway 9B has two points flooded to a depth of 0.3–0.4m; Provincial Road 571 at Km25+900 is flooded up to 1.5m; Provincial Road 588a, Ba Long bridge, is flooded to 0.3m. On the western branch of the Ho Chi Minh Highway and the Huong Phung – Lao Bao patrol road, landslides involving tens of cubic meters of soil and rocks have occurred, completely blocking traffic.

According to the Provincial Civil Defense Command, the province currently has 21 flooded and isolated areas in mountainous and hilly communes.

In Kim Phu commune: 3 flooded areas in Ban On, Ban Yen Hop, and Ban Mo O O O. In Dakrong commune: Ly Ton culvert is flooded 0.5m, and Chan Ro bridge is isolated.

Huong Lap commune: Se Pu village and Cha Ly spillway are submerged. Huong Hiep commune: Khe Nghi and Tien Hien spillway bridges are flooded to a depth of 0.7m, isolating Gia Gia village with 190 households (900 people).

Huong Phung commune: many areas are flooded to a depth of 1 meter, border patrol roads are blocked.

Hieu Giang Commune: 5 flooded areas including Ba Thung spillway, Ben Dau spillway, Thien Chanh spillway, Tan Quang spillway, and Binh My village.

Ben Quan commune: roads leading to hamlets 4, 5, 8, and 9 are completely isolated. In addition, the communes of Con Tien, Phong Nha, Tan Lap, Thuong Trach, Dan Hoa, etc., all have bridges submerged in water 0.4–1m deep, cutting off many villages and preventing hundreds of households from moving.

Given the complex developments of the storm, the Quang Tri provincial authorities have issued an evacuation order for residents in high-risk areas. In Huong Lap commune, two households/seven people in Cu Bai village have been relocated from the landslide-prone area. Military, police, and border guard forces are on duty 24/7 at critical points, ready to respond in case of emergencies.

Quang Tri currently has nearly 39,000 hectares of summer-autumn rice, of which 11,165 hectares are over 80% ripe, but storms have caused many areas to be flattened and flooded.

In addition, 27,800 hectares of crops and 7,127 hectares of aquaculture are at risk of severe damage if the heavy rains and floods continue. Irrigation reservoirs in the province remain safe, with capacities reaching 64.75% of their design capacity. However, authorities warn of the risk of flood releases if the heavy rains continue.

In light of the situation, Mr. Tran Phong, Chairman of the Quang Tri Provincial People's Committee, instructed that there should be absolutely no complacency or negligence; all units and localities must act decisively and synchronously to ensure the safety of people's and state's lives and property, and minimize damage caused by Typhoon No. 6.
